Jiangxi is deepening the reform and innovation of the management system of development zones, focusing on prominent issues such as non-standard establishment of management institutions, lack of emphasis on functional priorities, and unsmooth relationships with administrative regions. By optimizing institutional settings, standardizing organizational structures, reasonably determining functions, and innovating management models, we are exploring the construction of an optimized, collaborative, and efficient management system for development zones, and striving to promote high-quality development of development zones.

Optimize the management structure of the development zone
One is to clean up and integrate. Comprehensively clean up the management institutions of "small, scattered, and weak" development zones, merge and integrate a group of development zone management institutions, and include their development and construction tasks in the management of development zones with high development levels nearby or implement territorial management; Incorporate a group of development zone management institutions into the integrated management of townships, implementing "two brands and one set of personnel"; Exit a group of development zone management agencies, etc. At present, the number of development zone management institutions in the province has been reduced from 251 to 149, forming a spatial layout of no more than 2 management institutions at the city level and no more than 1 management institution at the county level for similar development zones, effectively solving the problem of homogeneous low-level competition within the same city and county.
The second is dynamic adjustment. Establish and improve a dynamic management mechanism for the management institutions of development zones, promote the allocation of institutional staffing resources towards development zones that have been cleaned up and standardized, integrated and merged with strong efforts, and have outstanding reform and innovation effects. Dynamically adjust the specifications of development zone management institutions within the existing total amount, and strengthen positive guidance for the transformation, upgrading, and innovative development of development zones from the allocation of institutional staffing resources.
The third is innovative mechanisms. Promote the reform of personnel establishment management in development zones, such as exploring innovative employment systems in 40 development zones such as Nanchang Economic Development Zone and Yingtan High tech Zone, implementing measures such as sealing internal personnel files and hiring positions, and establishing a performance-based salary distribution and incentive mechanism as the core; 16 development zones, including Yichun Economic Development Zone and Jingdezhen High tech Zone, are exploring the establishment of a last place elimination mechanism.

Standardize the organizational structure of development zone management
One is to compress the management hierarchy. According to the requirements of lean and flat management of institutions, it is clear that there are no secondary internal institutions below the level of internal institutions in the development zone. Currently, more than 200 secondary internal institutions have been abolished. Ten deputy department level development zones, such as Jiujiang Economic Development Zone and Ganzhou Economic Development Zone, have reduced their management level from the original three levels to two levels, resulting in a more streamlined and efficient internal operation process.
The second is to standardize internal institutions. Clarify the limit of 8 internal institutions for the management of development zones at the department level, and 6 internal institutions for department level and below, mainly including internal institutions for development planning, scientific and technological innovation, coordinated services, and business environment. Development zone management institutions with high integration of industry and city, and the addition of other development zone brands, should appropriately increase the limit of 1-2 internal institutions. At the same time, the development zone is granted the authority to independently adjust its internal institutions within the quota according to work needs.
The third is to strictly control the number of leadership positions. Clearly define the number of leadership positions in the department level management organization, which should be no more than 2 positions and no more than 5 positions, and no more than 2 positions and no more than 3 positions at the department level and below, for the purpose of equipping the Secretary of the Party Working Committee, Director of the Management Committee, and Deputy Director of the Management Committee of the Development Zone. Development zone management institutions with high integration of industry and city, and the addition of other development zone brands, should appropriately increase the number of 1-2 leadership positions.

Clarify the management functions and responsibilities of the development zone
One is to promote the reform of separating social affairs management functions from development zones. Among the 13 national level development zones located in the main urban areas of cities with districts, Jingdezhen High tech Zone has transferred all social management affairs to Changjiang District for management; Ganzhou High tech Zone and Ganxian District implement the mode of "district government integration", explicitly relying on Ganxian District to undertake social management affairs; The other 11 development zones are focusing on the main responsibility and business of economic development while also coordinating and managing social affairs. The six national development zones located in the county all adopt the "district government integration" model, and rely on their administrative regions to undertake social management affairs. In terms of provincial development zones, 11 provincial development zones, such as Guixi Economic Development Zone, have implemented the "zone government integration" model. 32 provincial development zones, such as Leping Industrial Park, clearly do not undertake social management affairs. 39 provincial development zones, such as Yuanzhou Industrial Park, clearly separate social management affairs, such as civil affairs, the Disabled Persons' Federation, letters and visits, justice, and people's armed forces.
The second is to clarify the power and responsibility relationship between the development zone and the administrative region. Actively explore the establishment of a list of rights and responsibilities mechanism, explore the access mechanism for dispatched institutions and transfer of responsibilities, clarify the boundaries of responsibilities between development zones and administrative regions, and streamline the relationship between rights and responsibilities. If Pingxiang City establishes a pre approval mechanism, any responsibilities required to be undertaken by the development zone management agency must be reviewed and approved by the editorial committee meeting.

Innovative Development Zone Management and Operation Model
One is to explore the management model of "management committee+company". The management committee is responsible for the development planning of the development zone, formulation of investment promotion policies, enterprise services, and policy implementation. The company is responsible for the construction, operation management, and investment attraction of the park. For example, 53 development zones, including Jiujiang Economic Development Zone and Fuzhou High tech Zone, rely on platform companies to promote market-oriented operation and management of development zones.
The second is to explore the "one district, multiple parks" model. Taking national level development zone management institutions or provincial-level development zone management institutions with high development levels as the main body, unified management of other adjacent and similar development zones. For example, Jinggangshan Economic Development Zone, Hedong Economic Development Zone, Jizhou Industrial Park, Shangrao Economic Development Zone, Chating Economic Development Zone, and Xinzhou Industrial Park are promoting the optimization of industrial layout between "zones and parks", promoting industrial complementarity and resource sharing, cultivating industrial clusters, and strengthening industrial chains.
The third is to explore the model of "development zones+theme industrial parks". National level development zone management institutions with distinctive industrial characteristics, good economic benefits, and strong radiating and driving capabilities will establish several theme industrial parks and corresponding platform management offices based on industrial planning layout and overall management. For example, nine national level development zones, including Pingxiang Economic Development Zone and Xinyu High tech Zone, have set up no more than three theme industry park platform management institutions to promote and ensure the cultivation and development of leading industries within the zones.
The fourth is to explore the establishment of cooperation and co construction mechanisms. Break geographical restrictions, strengthen communication and cooperation between development zones, and promote complementary advantages and resource sharing. For example, Ganzhou City implements the "Five Unifications" of planning, investment promotion, industrial layout, approval, and law enforcement across counties in three development zones including Longnan Economic Development Zone, Dingnan Industrial Park, and Quannan Industrial Park, focusing on promoting joint construction and development.
