Recently, with approval, the Guangdong Provincial Commission for Discipline Inspection and the Shenzhen Municipal Commission for Discipline Inspection and Supervision conducted an accountability investigation into the "12.25" major poisoning and suffocation accident at Liansheng Line Technology Co., Ltd. in Bao'an District, Shenzhen.
After investigation, it was found that the accident was a major production safety responsibility accident, and the relevant functional departments of Bao'an District and Shajing Street Office in Shenzhen are all responsible.
In accordance with the Regulations of the CPC on Accountability, the Regulations of the CPC on Disciplinary Punishment and other relevant provisions, and after the discussion and decision of the meeting of the Standing Committee of the Provincial Commission for Discipline Inspection, the Shenzhen Municipal Discipline Inspection and Supervision Organ has investigated and held three responsible units and 13 public officials accountable, as follows:
The Shajing Street Office in Bao'an District, Shenzhen, was ordered to conduct a written inspection due to its inadequate performance of safety production supervision responsibilities.
The Bao'an Management Bureau of Shenzhen Ecological Environment Bureau was ordered to conduct a written inspection for failing to effectively supervise the involved enterprises to implement safety production operation requirements.
The Emergency Management Bureau of Bao'an District, Shenzhen, has been ordered to conduct a written inspection for failing to fully implement safety production supervision measures.
Ma Ming, Secretary of the Party Working Committee of Shajing Street, Bao'an District, Shenzhen, was ordered to conduct a written inspection due to inadequate implementation of leadership responsibilities for safety risk prevention and control and safety hazard rectification.
Zhang Shu, Deputy Secretary of the Party Working Committee and Director of the Office of Shajing Street, Bao'an District, Shenzhen, was admonished for his inadequate implementation of leadership responsibilities in safety risk prevention and control and safety hazard rectification.
Pan Xiaofeng, a member of the Party Working Committee and Director of the Emergency Management Office of Shajing Street, Bao'an District, Shenzhen, was given disciplinary action for his inadequate leadership responsibilities in implementing safety risk prevention and control and rectifying safety hazards.

Zhao Shengjun, Secretary of the Party Group and Director of the Bao'an Management Bureau of the Shenzhen Ecological Environment Bureau, bears leadership responsibility for the outstanding safety production issues of the involved enterprises due to neglect of management and inspection, and has been ordered to make a written inspection.
Lin Han, a member of the Party Group and Deputy Director of the Bao'an Management Bureau of the Shenzhen Ecology and Environment Bureau, bears leadership responsibility for the outstanding safety production issues of the involved enterprises due to negligence and oversight, and has been given disciplinary measures.
