During the 23rd China International Fair for Industry and Commerce, the 2023 "Investment in Shanghai · Meeting for Industry and Commerce" Investment Promotion Conference was held on September 20th at the National Convention and Exhibition Center.
This investment promotion conference focuses on Shanghai's innovative measures of "industrial development" and creating "smart manufacturing spaces", which sends a strong signal to Shanghai's commitment to the real economy.
It is understood that "industrial development" aims to achieve "two upward" goals. Firstly, to promote the upward development of industrial carrier space, traditional single-layer flat factory buildings are converged into vertical spatial forms on high floors, allowing enterprises to conduct industrial research and development, design, production, and public services in high-rise buildings, further improving land resource utilization efficiency and increasing economic density; Secondly, we need to promote the development of industries to a higher level, build high standard modern factories through the approach of "industrial upgrading", attract advanced manufacturing enterprises to settle in, replace low-end production capacity, and truly achieve "every inch of land" generates "every inch of gold".

Wu Jincheng, Director of the Municipal Commission of Economy and Information Technology, introduced at the meeting that Shanghai is taking five measures, including optimizing the planning and adjustment process, launching comprehensive industrial land use, and strengthening financial support, to help the industrial proportion reach a higher level. Shanghai encourages state-owned, private, and foreign entities to participate in the construction of "smart manufacturing spaces", striving to launch 30 million square meters within three years, including 5 million square meters in the biopharmaceutical sector.

It is reported that Shanghai has already taken the lead in building "skyscraper factories", such as Baodi Asset Baowu Wusong Garden, which has launched a special steel pilot zone. "Jinqiao · Qingtian" is the intelligent manufacturing space project of Jinqiao Group's Shanghai Jingu Intelligent Terminal Characteristic Industrial Park, with high-end equipment as the industrial direction, and the basic pattern of "heavy production" on the first floor, "pilot production" in the middle area, and "light production and research and development" in the high area. It scientifically plans the range of floor height, floor load-bearing capacity, power supply, and vertical transportation support.
At yesterday's event, 17 key industrial projects in Shanghai were signed with a total investment of 8.8 billion yuan, including 7 "industrial upstairs" projects involving multiple emerging industries such as biomedicine, life and health, and advanced materials.
