Two "high-quality construction" bidding indicators have been added to the on-site bidding process, and the third batch of land supply rules in Shanghai have been adjusted this year
Today, the Shanghai Land Trading Market released a notice on the transfer of commercial housing land, with a total of 7 plots and a transfer area of approximately 50.14 hectares, with a starting total price of approximately 18.5 billion yuan. Unlike before, this batch of transfers has added specific requirements for "high-quality construction". Among them, the two "high-quality construction" indicators of "green buildings and ultra-low energy buildings" and "public rental housing" will be auctioned at the on-site bidding stage.
The indicators of "high-quality construction" include prefabricated buildings, renewable energy, BIM technology application, aging friendly construction, decoration price standards for fully decorated commercial housing, green buildings and ultra-low energy buildings, public rental housing, etc.
The reporter learned that before the transfer, the transferor will consult relevant functional departments for opinions on the prefabricated buildings, renewable energy, BIM technology application, aging friendly construction, full decoration standards, as well as construction conditions such as "green buildings and ultra-low energy buildings" and "public rental housing" for each plot based on the area and characteristics of the plot, and include them in the transfer documents. The two indicators of "green buildings and ultra-low energy buildings" and "public rental housing" not only specify the bottom line of relevant construction conditions in the transfer documents, but also meet the upper limit requirements through on-site bidding and market-oriented bidding.
The person in charge of the relevant business department of the Shanghai Planning and Resources Bureau introduced the specific process of on-site transactions. When bidders bid on site, they first bid on the price, and then bid on "green buildings and ultra-low energy consumption buildings" and "public rental housing ratio." If there are still multiple bidders who accept the maximum price limit and the same bidding conditions, the final winner will be determined through a lottery.
According to the opinions of the transferors in each district, some central areas and key plots in this batch will be sold through a "bidding and hanging composite" approach. On the basis of the requirements for "high-quality construction" of the plots, the best will be selected through bidding first and then bidding.
The new regulations for land auctions have raised higher operational requirements for development enterprises, guiding them to provide high-quality urban works. In order to ensure the effective implementation of the "high-quality construction" requirements, bidders participating in bidding activities must commit to signing a transfer contract in accordance with the "high-quality construction" requirements they have won, and subsequently accept supervision from relevant regulatory authorities and implement full life cycle management of land in accordance with the contract.
"The adoption of new rules and management measures is aimed at further strengthening the high-quality development orientation of Shanghai's residential construction, enhancing functions such as livelihood security, livability for the elderly, and public services, and promoting green and low-carbon construction," said the person in charge.
On August 31st, the Shanghai Land Transaction Center released the information disclosure and transfer notice for the third batch of residential land to be transferred this year. The 17 land parcels to be transferred will be divided into two rounds of transactions. The 7 plots announced for sale today are planned to start organizing trading activities in mid October. The remaining 10 residential land parcels are expected to be announced for sale between September 19th and 20th, and transaction activities will begin at the end of October.
