The total import and export value of Shanghai Pilot Free Trade Zone in 2022 reached 2.1 trillion yuan, with a ten-year expansion of three times
The degree of trade facilitation is a key indicator for measuring institutional innovation in free trade zones.
On September 15th, at the "10th Anniversary of the Opening and Operation of Shanghai Pilot Free Trade Zone" press conference held by the Municipal Government Information Office, Zhang Yi, Deputy Director of Shanghai Customs, introduced that in the past decade, Shanghai Customs has fully completed the three versions of the overall plan for the pilot free trade zone issued by the State Council, which involve customs tasks. In terms of improving customs clearance efficiency, deepening functional expansion, optimizing the business environment, etc., it has successively launched 68 innovative customs supervision systems, including "batch import and export, centralized declaration", "futures bonded delivery", "bonded display trading", and "third-party inspection result acceptance". Among them, 33 have been replicated and promoted throughout the country, and the "reform pilot field" has played a significant role.
At the same time, Shanghai Customs adheres to a demand oriented approach and fully promotes the development of strategic emerging industries. For example, it has launched a package of regulatory services for the development of the entire integrated circuit industry chain, and in conjunction with relevant local government departments, has introduced innovative systems such as the "White List of Imported Research and Development Articles for Biomedical Enterprises" and "Joint Supervision of Import and Export Special Articles" to ensure the smooth clearance of the first "Key Industry Remanufacturing Product Import Pilot" goods in the country, helping to enhance the level of high-end industries.
At present, the Shanghai Pilot Free Trade Zone has basically established a customs supervision system framework that benchmarks the international trade rules. The special customs supervision areas within the pilot zone have established a supervision model of "first line liberalization, second line management and housing, and intra zone freedom" for international free trade zones, helping to build a cutting-edge industrial development system. The total import and export value of the Shanghai Pilot Free Trade Zone has steadily increased from 0.7 trillion yuan in 2013 to 2.1 trillion yuan in 2022, with a scale expansion of three times.
After the unveiling of the Lingang New Area in Shanghai Pilot Free Trade Zone in August 2019, Shanghai Customs took the construction of the only Yangshan Special Comprehensive Bonded Zone in the country as a starting point to promote the high-quality development of the Lingang New Area. Since the closure and operation of the Yangshan Special Comprehensive Bonded Zone, the total import and export value has grown rapidly, exceeding 200 billion yuan in 2022. The total import and export value in the first seven months of this year was 151.8 billion yuan, a year-on-year increase of 51.9%, ranking first among the top ten comprehensive bonded zones in China.
