The first comprehensive crew assessment demonstration project in China has been officially launched in Shanghai
On September 21st, China's first comprehensive crew assessment demonstration project was officially launched in Shanghai.
This project has 45 evaluation rooms in 3 major categories and 305 examination positions, with an overall scale and technical level reaching first-class in China. Among them, equipment such as 360 degree navigation simulators, automated engine rooms, 10000 container ship engine room simulators, and liquid cargo ship operation simulators have reached international advanced levels. Simulation scenarios can meet the needs of crew competency assessment, ensuring that crew members undergo examination and evaluation in "fully simulated" waters, ship types, and weather conditions. This further enhances the modernization and scientific level of crew examination and evaluation, ensuring the accuracy and authority of the evaluation work.
The Shanghai Maritime Safety Administration introduced that after the project is put into operation, a comprehensive evaluation model will be adopted to evaluate the competency of crew members, fully leveraging the role of the "baton" of crew examination and evaluation, guiding navigation colleges and training institutions to transform their education and training methods, reasonably allocate hardware resources, meet the needs of the shipping market for the comprehensive quality of crew members, and adapt to the modern development of the shipping industry.
The Shanghai Crew Assessment Demonstration Project is an important construction achievement of the Memorandum of Cooperation on Accelerating the Construction of International Shipping Centers jointly signed by the Ministry of Transport and the Shanghai Municipal People's Government. In the future, it will undertake various sea vessel crew assessment work in Shanghai and even the whole country.
As of the end of 2022, the total number of registered crew members in China is over 1.9 million, ranking first in the world in terms of crew size. The completion of the Shanghai crew assessment demonstration project is of great significance for further improving the shipping talent training system, accelerating the construction of high-quality crew members in China, promoting the gathering of shipping elements in Shanghai, enhancing the level of the Shanghai International Shipping Center, and supporting the high-quality development of the shipping industry.
