On June 16, Meizhou, Guangdong, suffered heavy rainstorms in many places, with local torrential rains. Among them, Sishui Town, Pingyuan County, received 369.3 mm of precipitation in 24 hours, and many places in the city were severely affected. On the 16th and 17th, Meizhou upgraded its flood control emergency response three times in a row, until it was upgraded to Level I at 9:00 on the 17th.
On the morning of the 17th, Guangdong Provincial Party Secretary Huang Kunming presided over a video dispatch meeting on flood prevention and disaster relief work across the province to direct and coordinate emergency rescue work in key areas.
According to Nan Fang Daily, the meeting was connected via video to Meizhou City and Pingyuan County to hear about the progress of local disaster and dangerous situation handling. Huang Kunming stressed that the search and rescue of the missing and trapped people should be given top priority and all efforts should be made to carry out dragnet inspections in key areas, make good use of various rescue facilities, increase the investment of rescue resources, open up life channels as quickly as possible, mobilize sufficient medical forces to carefully treat the injured, and do our utmost to reduce casualties.
On the afternoon of the 17th, Guangdong Governor Wang Weizhong rushed to the disaster-stricken areas of Meizhou to supervise and direct the emergency response to flood control and disaster relief. On the train to Meizhou, Wang Weizhong convened responsible comrades from relevant departments to study and analyze the current flood control and disaster relief situation in Meizhou. Among them, Wuping County of Longyan City and other places have experienced rainfall that broke historical records, causing casualties and property losses.
On the evening of the 18th, a video conference on flood prevention and disaster relief work in Fujian Province was held at the Provincial Emergency Command Center. Fujian Provincial Party Secretary Zhou Zuyi stressed at the meeting that flood prevention and disaster relief work is of great importance and must be done in a practical and meticulous manner. He also required that organizational leadership should be strengthened and cadres at all levels should be fully deployed to the front line of flood prevention to ensure that flood prevention and disaster relief work is implemented.

On June 13, Henan Province held a teleconference on drought resistance and production safety. Lou Yangsheng, secretary of the Henan Provincial Party Committee, pointed out at the meeting that recently, most parts of the province have experienced continuous high temperatures and little rainfall, the soil has lost moisture seriously, and the drought has developed rapidly. The safety risks in areas such as forest fire prevention and control, production, storage and transportation of hazardous chemicals, outdoor construction, and urban and rural gas that are easily caused by high temperatures have increased. We must focus on production safety, forest fire prevention, drought resistance and seedling protection, and drinking water security.
On June 16, Heilongjiang Provincial Party Secretary Xu Qin visited the Songhua River embankment in Harbin, the Provincial Meteorological Bureau, and the Provincial Hydrology and Water Resources Center to inspect flood prevention and preparedness work. Xu Qin went to the site of the "Three Embankments Rerouting" flood control project in Songbei District, the main stream embankment of the Songhua River in Harbin, to learn about the embankment construction standards, urban flood control capabilities, and flood control preparations. He stressed the need to conduct emergency simulations of the current flood situation, comprehensively investigate and rectify weak sections of dangerous embankments, and make sufficient reserves and pre-position flood control materials and forces to be fully prepared to deal with any eventuality.
On June 17, Anhui Provincial Party Secretary Han Jun presided over the eighth meeting of provincial chief river chiefs. He stressed at the meeting that Anhui's flood control and drought relief work has entered a critical stage. Effective measures should be taken to promote drought relief and seed conservation, and various means of water storage, water diversion, water lifting and water transfer should be used to give full play to the Yangtze River to Huaihe River Diversion Project to ensure that summer planting is completed on time. We should be fully prepared to deal with rainstorms and floods, keep a close eye on key areas, strengthen forecasts and warnings, prepare materials and equipment, and respond in a timely and effective manner.
