How to respond to floods quickly? ,Critical period of flood prevention
In the past few days, with the development and changes of the southern rain belt, some provinces including Fujian, Guangdong, and Guangxi, especially some severely affected cities and villages, have become the focus of everyone's attention. In the past two days, Hubei, Anhui, Chongqing and other places have also ushered in heavy rainfall. When flood control enters a critical period, on the 21st, which places need special attention for rainfall and flood conditions? Under a series of continuous warnings, what specific measures are being taken in various places to prevent and respond? "News 11" Bai Yansong connected with Cha Daoman, Director of the Water and Drought Disaster Prevention Department of the Anhui Provincial Water Resources Department, Xu Zhihao, a reporter from the Central Radio and Television Station, and Han Wenfeng, a senior engineer of the Office of the Hubei Provincial Flood Control and Drought Relief Headquarters, to pay attention to the latest situation.
Northern Anhui needs to prevent sudden changes from drought to flood, or the coexistence of drought and flood
Cha Daoman, Director of the Flood and Drought Prevention Division of the Anhui Provincial Water Resources Department: According to weather forecasts, the main rain belt in Anhui Province will move south in the next few days, mainly concentrated in the area south of the Huaihe River. Most areas north of the Huaihe River will not receive much rainfall. Of course, there is still a lot of uncertainty in the rainfall forecast. For example, on June 21, the local rainfall intensity in northern Anhui was much greater than we expected. The terrain in northern Anhui is relatively flat, with a small slope and poor drainage conditions. It is prone to both drought and flooding, and we really need to prevent the sudden change from drought to flood. At present, while we are fighting drought, we are also paying close attention to weather changes and taking precautions against the sudden change from drought to flood caused by heavy rainfall. We have also made work arrangements to prevent the sudden change from drought to flood in northern Anhui, especially reminding northern Anhui to be prepared for floodgate drainage.
How to judge the next flood prevention situation? How is the prevention work progressing?
Cha Daoman, Director of the Flood and Drought Disaster Prevention Division of the Anhui Provincial Water Resources Department: Anhui has entered the plum rain season. According to weather forecasts, there will be heavy rainfall in the province for the next 10 days, and the main rain belt will swing from north to south. The flood prevention situation is not optimistic. On the 20th, the Anhui Provincial Water Resources Department has launched a flood defense level IV emergency response for some areas south of the Huaihe River. Our current work focuses on the following aspects:
① Strengthen consultation and analysis, and issue early warnings in a timely manner.
② We must keep a close eye on areas experiencing heavy rainfall, and take precautions against disasters such as mountain torrents and small reservoirs.
③ We must take the initiative to make advance dispatches to maximize the flood prevention and disaster reduction role of water conservancy projects.
④ Before the flood season, we also formed an expert team for flood prevention and rescue in response to different dangerous situations, who can rush to the front line at any time to guide the rescue of dangerous situations.
Reporter's observation: Jiuyanqiao Reservoir releases flood water to increase storage capacity
Reporter Xu Zhihao: As of 10 p.m. on June 21, the Jiuyanqiao Reservoir in Daye, Huangshi, Hubei, was in a state of exceeding the flood limit. The reservoir has also opened the flood discharge channel and is slowly discharging the excess water. Because the excess is not much, about 6 cm above the flood limit, the flow rate of water in the entire flood discharge channel is still relatively slow. Jiuyanqiao Reservoir is a medium-sized reservoir with an effective storage capacity of about 2.6 million cubic meters. We learned from the staff that before the flood season this year, they made preparations in advance, including repairing and maintaining the relevant facilities and equipment of the entire reservoir in advance to ensure smooth operation. In addition, the flood discharge channel was cleared in advance.
Reporter Xu Zhihao: We understand that before the first heavy rain in Hubei this year, the Hubei Provincial Water Resources Department had already dispatched in advance, pre-discharged and pre-drained the pumping stations and reservoirs in the rainstorm area in advance, freeing up storage capacity to prepare more space for the upcoming heavy rain. The total storage capacity of reservoirs in Hubei Province has now dropped from 13 billion cubic meters in early May to 11.4 billion cubic meters, which is 5% less than the historical average of the past years. In addition, as of 8 pm on the 21st, due to heavy rainfall, the number of reservoirs exceeding the flood limit in Hubei Province was 77 in total, of which the most exceeded the flood limit was the Shiziqiao Reservoir in Enshi, which exceeded the flood limit by about 1 meter. According to the rainfall situation, the Hubei Provincial Water Resources Department also promptly carried out relevant measures such as opening the gates to discharge floodwaters in these reservoirs, and strengthened the monitoring of the water, rain and wind conditions of the reservoirs. In addition to reservoirs, there are also embankments and dams. After the flood season every year, if there is damage, the openings of the embankments will also be repaired and upgraded. We understand that before the flood season this year, Hubei Province had backfilled all the openings of 39 dikes and dams in the province and completed the dike and dam reconstruction project to ensure that they met the standards for safe flood control.
Hubei responds to floods | In the critical period of "July to August", where are the pressures and challenges? How to deal with them?
Han Wenfeng, senior engineer of the Office of Hubei Provincial Flood Control and Drought Relief Headquarters: It is mainly reflected in three aspects: ① It puts forward relatively high requirements on our emergency response and emergency disposal capabilities. We need to further improve the emergency plan, conduct high-level and high-quality drills and deployments, and respond quickly. ② It also puts forward higher requirements on the equipment of flood control emergency rescue teams, flood control materials and equipment, and flood control expert teams. How to ensure that the rescue team can be pulled out at critical moments, materials and equipment can be allocated in place, and the expert team can be on standby and set off at any time. ③ Extreme heavy rainfall may cause mountain torrents and geological disasters, which are very likely to cause "three disconnections", that is, power outages, circuit breaks, and network disconnections. This also poses a challenge to the emergency communication guarantee capability. It is necessary to ensure that communication can be smooth under extreme conditions.
Hubei responds to flood situation丨What are the key tasks of flood prevention this year?
Han Wenfeng, senior engineer of the Office of Flood Control and Drought Relief Headquarters of Hubei Province: According to the analysis opinions of the meteorological and hydrological departments, Hubei needs to strengthen prevention in two key areas this year.
① Guard against river basin floods, including possible super-warning floods and larger floods in the mainstream of the Yangtze River and its main tributaries.
② We must pay close attention to the flood control safety of key facilities such as small and medium-sized rivers, small and medium-sized reservoirs, small hydropower stations, small mountain torrents, and "head-top ponds and weirs". Because these areas are easily affected by local heavy rainfall, floods are fierce, water levels rise and fall sharply, and the risk of disasters is high, so we need to strengthen key prevention.
