On June 11, Xi Jinping presided over the fifth meeting of the Central Committee for Comprehensively Deepening Reforms. One of the topics was closely related to farmers' income and enthusiasm for growing grain. The meeting reviewed and passed the "Guiding Opinions on Improving the Income Guarantee Mechanism for Grain-Growing Farmers and the Interest Compensation Mechanism for Major Grain-Producing Areas."
When presiding over the meeting, Xi Jinping emphasized that in order to stabilize grain production and ensure food security, it is necessary to protect and mobilize the enthusiasm of farmers to grow grain and local governments to control grain, improve the income guarantee mechanism for grain-growing farmers and the interest compensation mechanism for major grain-producing areas, improve the accuracy and effectiveness of policies, and lay a solid foundation for food security.
Shortly after the end of this year's National People's Congress and the Chinese People's Political Consultative Conference, on March 19, Xi Jinping visited Gangzhongping Village, Xiejiapu Town, Dingcheng District, Changde City, Hunan Province to inspect spring farming preparations.
At the 10,000-acre comprehensive demonstration area for grain production in Xiejiapu Town, he asked large grain grower Dai Hong about his current income from growing grain, emphasizing that "grain growers cannot suffer losses. Only when they can make money will they be motivated to grow grain."

The Central Economic Work Conference held at the end of last year proposed to "explore the establishment of a provincial horizontal interest compensation mechanism for grain production and marketing areas", which was regarded by the outside world as an important measure for China to improve the interest compensation mechanism for the main grain-producing areas.
The fifth meeting of the Central Committee for Comprehensively Deepening Reforms held on June 11 emphasized that in order to improve the income protection mechanism for grain-growing farmers and the interest compensation mechanism in major grain-producing areas, it is necessary to give greater prominence to improving the comprehensive agricultural production capacity, improve the policy system of prices, subsidies, insurance, etc., innovate ways to increase the efficiency of grain operations, improve the reward and subsidy incentive system in major grain-producing areas, explore multi-channel interest compensation methods in production and marketing areas, and improve the grain production support and protection system.
The meeting also specifically proposed that substantive steps should be taken to establish a horizontal inter-provincial interest compensation mechanism to promote the main grain producing areas, main sales areas, and production and sales balance areas to fulfill their common responsibility of ensuring food security.
No matter how much we talk about agricultural and rural work, increasing farmers' income is the key.
