The standard of nuisance needs to be studied and clarified. The loudspeakers on site have been turned off. The advertisements in the transfer channel of Xujiahui Station of the subway were too loud and triggered a report.
A year ago, the advertising screen was replaced in the transfer channel between Line 1 and Line 9 and Line 11 at Xujiahui Station, and the projection screen was replaced by an LED display with a speaker. A new question arises: to what extent can the sounds emitted by various sound sources in indoor station halls, platforms, transfer passages and other spaces be considered disturbing noise?
This issue, which few people were aware of at the time, was brought to the attention of the competent authorities and operating units following a mass petition and report handed over by the Central First Ecological and Environmental Protection Supervision Team on May 10. Some people reported that the loud volume of advertisements played on the screens on both sides of the transfer passage from Line 1 to Line 9 and Line 11 at Xujiahui Station was considered "noise disturbing".

After receiving the complaint, STO Metro Group commissioned a third party to conduct on-site testing of the volume of the electronic screen. The actual measured value when the electronic screen was turned on was 66.8 decibels.
At present, there are no acoustic environment quality standards specifically for indoor station halls, platforms, transfer passages and other spaces. Refer to the national mandatory standard "Acoustic Environment Quality Standard" to set environmental noise limits for Class 1 acoustic environment functional areas. Xujiahui Metro The electronic screen in the transfer channel where Line 1 transfers to Line 9 and Line 11 is too loud.
Law enforcement officials said that because there are no standards and relevant regulations, it is impossible to determine whether the 66.8 decibels of the electronic screen in this environment constitutes a nuisance to residents. Therefore, on the issue of the loud sound of the electronic screen, the operating units are mainly persuaded and encouraged to take proactive measures. , reduce the electronic screen volume.
At 10 a.m. on May 21, a reporter from Liberation Daily and Shangguan News saw in the above-mentioned transfer channel that STO Metro Group had turned off the speakers above all electronic screens, and advertisements were scrolling in silence.
Third-party on-site inspection found that even if the sound source is turned off, due to the dense flow of people, the measured value of the environmental sound on the site is still basically maintained at 60 decibels to 70 decibels. Once someone comes close to talk, the measured value will instantly rise to more than 80 decibels.

"After changing the advertising playback method, we have considered the intensity of the sound played." Zhou Yihai, deputy general manager of Shuntong Metro Asset Management Co., Ltd., said that the sound intensity played by the electronic screen is divided into four levels according to passenger flow and time period, with the strongest level There are two hours in the morning and evening peaks every day. During this period, the number of transfers is about 30,400 passengers/hour. The advertising volume is controlled below 65 decibels, ensuring that it is not noisy and allows people to hear the advertising clearly. During other non-peak hours, the advertising volume will be lowered.
Zhou Yihai said that the people's calls must be responded to. On the basis of giving priority to meeting the masses' demands and shutting down advertising broadcasts, STO Metro Group is conducting research on this new thing to provide a basis for formulating relevant policies and standards in the future.
“The sources of sound in the transfer channel are complex, including but not limited to passenger flow noise, station broadcasts, nearby store operation noise, etc. In addition, the transfer channel is a dome structure, which can easily cause noise reflection and superposition. These are all factors that constitute a nuisance noise. "Interference." Zhou Yihai said that the operation and management attaches great importance to monitoring the environmental noise of the transfer channel for at least one month, gradually identifying other sources of noise that may cause disturbing noise, and then taking reasonable and effective control measures. measure.
Zhou Guanghua, deputy director of the Rail Transit Department of the Shanghai Municipal Transportation Commission, said that the problem of noise nuisance in indoor station halls, platforms, transfer passages and other spaces is a relatively cutting-edge research topic, and each sound source may contribute to the final nuisance noise. Contribution, whether the culprit can be found by peeling off the cocoon, and how to determine whether it is disturbing the people after finding it, all need to be studied urgently. Before there are results, relevant operation and management units should have a sense of social responsibility and take the initiative to reduce noise in public spaces. They can also promote social co-governance and guide the establishment of real-time decibel detectors and screens that display real-time data in the venue. Let’s work together to maintain a quiet and peaceful environment.
