The characteristics of my country's economic development in the new era are what I emphasized in the report to the 19th National Congress of the Communist Party of China: my country's economy has shifted from a stage of high-speed growth to a stage of high-quality development. This is a major judgment, and we must deeply understand its great practical significance and far-reaching historical significance.

First, this is an inevitable requirement for maintaining sustained and healthy economic development. my country is at a critical stage of transforming its development model. Labor costs are rising, resource and environmental constraints are increasing, and the extensive development model is unsustainable. The problem of sluggish economic circulation is very prominent. At the same time, a new round of scientific and technological revolution and industrial transformation in the world is in the ascendant and has made breakthroughs in many areas. We must promote high-quality development to adapt to new changes in science and technology and new needs of the people, form a high-quality, efficient and diversified supply system, and provide more high-quality products and services. Second, this is an inevitable requirement to adapt to the changes in the main contradictions in our society and to build a moderately prosperous society in all respects and a modern socialist country in all respects. From the perspective of supply, high-quality development should achieve a relatively complete industrial system, networked and intelligent production organization, strong innovation, demand capture, brand influence, core competitiveness, and high product and service quality. From the perspective of demand, high-quality development should continuously meet the personalized, diversified, and constantly upgraded needs of the people. This demand in turn leads to changes in the supply system and structure, and supply changes continue to give rise to new demands. From the perspective of input-output, high-quality development should continuously improve labor efficiency, capital efficiency, land efficiency, resource efficiency, and environmental efficiency, continuously improve the contribution rate of scientific and technological progress, and continuously improve total factor productivity. From the perspective of distribution, high-quality development should achieve returns on investment, profits for enterprises, income for employees, and taxes for the government, and fully reflect the contributions of each evaluated by the market. There are crises, opportunities in crises, and crises can be turned into opportunities.
