Today, the "Patriotic Health Campaign and Tobacco Control" related activities sponsored by the Institute of Health Communication of Fudan University and Xinmin Evening News Xinmin Weekly released the "Patriotic Health Campaign and Tobacco Control" Research Report. The report shows that nearly 90% of the respondents have heard of the patriotic health regulations, and generally recognize the important role of patriotic health in the construction of a livable environment, epidemic prevention and control, and the formation of a healthy lifestyle. Ninety percent of the public expects the National Health Care Regulations to stipulate a complete ban on smoking indoors.
The team from the Tobacco Control Research Center of the Institute of Health Communication of Fudan University introduced the development of the patriotic health movement over more than 70 years and the work priorities at each stage, and sorted out the currently effective patriotic health laws in 27 provinces/municipalities and 44 municipalities.
Professor Zheng Pinpin, director of the Tobacco Control Research Center of the Institute of Health Communication at Fudan University, said: The report found that although most local patriotic health laws and regulations contain tobacco control-related content, there are currently only 4 municipal-level patriotic health laws and regulations that have formulated relevant provisions for a comprehensive smoke-free environment. terms. The main reasons why other regulations are not met include the failure to achieve a comprehensive smoke-free environment and the lack of specific penalties. In addition, the current patriotic health regulations at the local level are relatively lacking in provisions on prohibiting e-cigarettes in public places, setting up no-smoking signs/reporting hotlines, prohibiting tobacco advertising and promotion, and prohibiting the sale of cigarettes to minors, and need to be further improved.
The report also shows that the public generally agrees that smoking control-related content should be added to the national-level patriotic health regulations, and 90.5% of them agree that "a complete ban on smoking in indoor public places, indoor workplaces and public transportation" should be included in the national patriotic health regulations. , 93.1% agreed that “prohibiting the sale of tobacco products to minors” should be included in the national health regulations, and 88.5% supported that the national health regulations include “prohibiting the release of tobacco advertisements in mass media or public places, public transportation, or outdoors” content.
Based on the policy review, the research team conducted a questionnaire survey among 3,255 adult residents in different regions of mainland China on their understanding of the patriotic health campaign and their attitudes toward tobacco control. The survey found that in cities with a comprehensive ban on smoking, the public's evaluation of the implementation of current smoking control policies, exposure to second-hand smoke in public places, and public awareness of smoking control are all better than those in cities without a comprehensive ban on smoking.
Relevant results also show that a comprehensive smoke-free environment in public places is more conducive to the public's establishment of a smoke-free policy at home. The public generally recognizes that a smoke-free environment is gradually taking shape in the past 10 years. 74.4% of respondents believe that there are more public places where smoking is prohibited; 83.4% of respondents perceive a decrease in smoking in indoor public places; 60.7% of respondents Respondents believe that the proportion of smokers around them has decreased, and 87% of respondents said that the proportion of public disapproval of smoking is increasing; 85.7% of respondents believe that the public is more supportive of smoke-free policies in public places than before. These changes are more pronounced among the public in cities that are completely smoke-free than in cities that are not completely smoke-free.
