The release of ChatGPT has sparked global attention to large models of artificial intelligence. As a highland of the artificial intelligence industry in China, Haidian District of Beijing has carried out a full industry chain layout around basic software and hardware facilities, key core technologies, and industry applications of artificial intelligence. Currently, it has gathered nearly a thousand enterprises, accounting for 2/3 of the city and 1/6 of the country. This was released today at the Haidian District Special Session of the "Top Leaders of the Sixteen Districts Talks on Implementing the Spirit of the 20th National Congress of the Communist Party of China" themed press conference.
Lin Jianhua, spokesperson for the Haidian District Government of Beijing, introduced that universities such as Tsinghua University and Peking University, as well as a number of new research and development institutions such as Zhiyuan Artificial Intelligence Research Institute and General Artificial Intelligence Research Institute, are focusing on the field of general artificial intelligence, conducting cutting-edge theoretical exploration and key core technology research and development. We have a group of top scientists and industry leaders, with a total of over 3000 artificial intelligence scholars, accounting for 4/5 of the city and 1/5 of the country.
In terms of the development of the artificial intelligence industry, Haidian District currently has a group of leading enterprises such as Baidu, Kuangshi, and Fourth Paradigm. In recent years, enterprises and related innovation consortia stationed in Haidian District have carried out research and development around new technologies and architectures such as high-performance cloud training chips, inference chips, GPUs and brain like, reconfigurable, integrated storage and computing, and optical computing, producing a series of independent innovation achievements such as Siyuan, Kunlun, and Chunxiao; At the same time, open source frameworks such as PaddlePaddle, Tianyuan and First Class have been produced and domestic chip adaptation verification has been actively carried out. At the same time, it is internationally leading in many algorithm fields such as machine learning, migration learning, reinforcement learning and small sample learning.
In terms of big models, scientific research institutions and enterprises located in Haidian District also lead the country. Among them, Zhiyuan Research Institute has made breakthroughs in basic big models such as language, vision and multimodality, and released the "Understanding 3.0" series of big models. Baidu, the Fourth Paradigm and other leading enterprises released independent innovation achievements such as "ERNIE Bot" and "Shishuo". About 50 large model enterprises, universities, and research institutions have gathered in the area, releasing a total of 35 main models, of which 30 have been released by enterprises, leading the way in forming an AI large model cluster in the country.
Lin Jianhua introduced that in order to fully leverage the advantages of the artificial intelligence industry in Zhongguancun Science City and further promote the development led by universal artificial intelligence, the Haidian District Government has issued and implemented several measures to accelerate the innovation and development of the artificial intelligence big model in Zhongguancun Science City.
The "Several Measures" focus on the artificial intelligence chips, efficient data processing and model construction, training, optimization and alignment, inference deployment, application and other key core technologies required for the development of large models, and provide up to 10 million yuan of financial support through forms such as unveiling and leading, to promote enterprises or forming innovative alliances to carry out collaborative research and development.
At the same time, focusing on the shortage of computing resources and high costs faced by the research and development of large models, on the one hand, building a public computing power platform for artificial intelligence in Beijing, and on the other hand, supporting enterprises to integrate computing resources, encouraging research and development based on domestic computing power. For large models with strong technological innovation and rich application ecology, a maximum computing power subsidy of 10 million yuan will be given. For general large models with continuous updating, iteration, and strong technological innovation, support can be provided for two consecutive years.
The "Several Measures" also guide and encourage various market entities to provide application scenarios for the large model, create benchmark application scenarios, and give a maximum reward of 5 million yuan.
