To achieve this goal, it is necessary to rely on full chain "cutting". At present, Shanghai focuses on guiding 1200 key energy consuming enterprises in the city, and mainly promotes four tasks.
One is to strengthen the leadership of high-end industries, accelerate the elimination of high energy consumption, high pollution, and high-risk enterprises, and reduce low technology labor-intensive, low-end processing, and inefficient land use enterprises. In 2022, Shanghai achieved 500 industrial structure adjustments, reducing comprehensive energy consumption by 16000 tons;
The second is to leverage Shanghai's existing advantages in ultra-low coal consumption power generation, low-carbon raw material substitution in steel and chemical industry, high-temperature superconductivity, new equipment for LNG ships, hydrogen energy, and other fields, and accelerate the layout of green and low-carbon new tracks. The Changxing Island Power Plant's 100000 ton carbon dioxide capture and utilization innovation demonstration project has filled the gap in domestic 10000 ton level gas turbine carbon capture devices;
Thirdly, we will deepen the construction of a green manufacturing system. Last year, Shanghai released the first batch of zero carbon benchmark and creation unit lists, including 12 zero carbon factories, 1 zero carbon data center, and 3 zero carbon parks. In the near future, a new batch of zero carbon enterprise lists will be released, and pilot projects in six areas including carbon footprint, digital carbon management platform, and supply chain carbon management will be launched;
The fourth is to enrich the policy supply of low-carbon technology products, promote the full installation of distributed photovoltaics in industrial enterprises and industrial parks, as well as the energy audit and energy-saving diagnosis of 1200 key energy consuming enterprises.
It is reported that in 2022, the energy consumption per unit of gross domestic product and the energy consumption per unit of added value of industrial units above designated size in Shanghai will decrease by 6.1% and 5.8% respectively.
