As an international academic journal evaluation index, CiteScore citation score is an official journal evaluation system published by renowned international academic publishing and knowledge service organization Elsevier in 2016. This indicator quantitatively evaluates the influence of tens of thousands of peer-reviewed journals, series of books, conference papers, and industry publications included in the Scopus database based on literature citation rates, and obtains citation scores for different publications, which are published annually. According to a reporter from Jiefang Daily's Shangguan News, ROE obtained the CN publication number in 2017 and was published in New York, USA the following year. It is currently the only English international academic journal in China officially approved by the state and fully sponsored by domestic universities for educational research. Founded over 5 years ago, the English journal has continuously published 6 volumes and 20 issues, with an average annual publication of 48 papers. Compared to the data from the same period, its latest citation score performance has been higher than that of other world-class universities and educational academic journals of the same type sponsored by first-class education colleges, greatly enhancing the international influence of China's educational discourse.

The English journal is edited by Professor Yuan Zhenguo, a renowned Chinese educator and the director of the Education Department of East China Normal University, as the honorary editor in chief, and Professor Chen Shuangye, the deputy director of the Education Department of East China Normal University, as the editor in chief. The journal has received support from top education researchers worldwide, with over 30 editorial board members from renowned universities in the Americas, Europe, Australia, and Asia. This publication is jointly published by Shizhe International Publishing Company, the world's second-largest humanities and social science publishing house, and East China Normal University Publishing House, a leading domestic university publishing house. It is a member unit of the International Publishing Ethics Committee COPE and adopts a double-blind peer review system. For example, in the first issue of the journal in 2020, "Beyond the Western Perspective in Educational Research," four articles proposed a rethinking of "our shared future," emphasizing the need to go beyond traditional research perspectives and truly move towards a future about our interdependence. This idea was directly cited in the 2021 UNESCO Future Education Report, providing important intellectual resources beyond the Western framework for discussions on important international education issues.
For example, in 2022, the article "New Measures for Modernization of Education in China" published in the journal was cited in the UNESCO Sustainable Development Goal Transformation Report on Education, providing a complete compilation and interpretation of China's education indicators and new measures for modernization of education, becoming the only academic reference for the Chinese education section of the report.
