But there are some problems that we can only do nothing about. For example, once problems occur with the displacement of underground pipelines, it is often difficult to advance.
These encounters are very common when operating the displacement of underground pipelines: construction units often do not do enough early-stage surveys and do not drill sample holes in advance to explore the distribution of various water, electricity, coal, telecommunications, network communications, cable and other pipelines. , leading to a delay in the progress of installing elevators; and because the management entities of various pipelines are different, when the construction unit encounters the situation that various pipelines need to be relocated, they can only stop the construction first and go to the management departments of various pipelines respectively. Submit a relocation application to the service window. After the pipeline management department window accepts the application, it is necessary to arrange the relocation of personnel in sequence. Generally, it takes 2-3 months. For longer gas pipeline relocations, it will take at least 4-5 months. If the pipeline management company is working The task is heavy and the pipeline shifting time span is even longer. As a result, the elevator-adding project was stalled, and residents were hampered in their long-term travel, which triggered complaints and public grievances and cast a shadow over the elevator-adding work.
For example, the two elevators in Building 4, Lane 398, Hami Road, Xinjing Town, and Building 63, Lane 888, Xianxia West Road, both required pipeline relocation, which delayed the construction period by about two years. During the delay, the construction site was exposed for a long time and the installed safety isolation devices caused long-term travel inconvenience for the residents of the building. Residents in the same community were less willing to add elevators because they witnessed the difficult construction of the project every day. The construction company's enthusiasm was also damaged due to the delay in the smooth progress of the project. . The long construction period for approval of pipeline relocation has become a new "stumbling block" restricting the progress of adding elevators.
Installing elevators in old houses is not only a "popular project" related to the people's sense of gain, but also a systematic project full of difficulties. From starting the consultation, completing the process, raising funds, to starting the construction, it is not easy. First, strengthen exploration and research. Strengthen the investigation before formal construction, and explore the distribution of various water, electricity, coal, telecommunications, network communications, cable and other pipelines by drilling sample holes. Priority is given to areas without pipeline distribution. Once samples with complex pipeline layout are found, If there is a hole, relevant pipeline management entities should be summoned to study the relocation plan.
The second is to establish specialized institutions. An agency or special class has been established in the urban area to handle the relocation of old houses with elevators and pipelines. Their business covers core issues such as formulating procedures, clarifying charging standards, and coordinating pipeline protection in the relocation of various pipelines. During the operation, each street and town will regularly report the number of additional escalators that need to be relocated to the district special class. The district special class will accept the report in one go and then report it to the city special class. The city special class will uniformly distribute the pipeline migration subjects to each subject. The process must be standardized to effectively shorten the shifting cycle and promote the pipeline relocation project to be fast and efficient.
