Quality background

As of now, Shanghai has 51 national product quality inspection centers, 5 national industrial measurement and testing centers, 6 ISO/IEC technical institution secretaries, 79 ISO/IEC domestic counterparts, leading the revision of 177 ISO/IEC international standards and 4233 national standards. In recent years, Shanghai has received an A grade for 7 consecutive times in the quality work assessment of various provinces by the State Council.
As the pioneer of the national government quality award system, Shanghai continuously improves incentive policies such as government quality awards and standard innovation contribution awards. The Implementation Plan proposes 12 quantitative indicators in 6 aspects, including significant improvement in economic development quality and efficiency, and continuous enhancement of quality competitiveness. The Implementation Plan clearly states that by 2025, Shanghai's economic structure will be further optimized, with a total labor productivity of 360000 yuan per person and a 14% decrease in energy consumption per unit of GDP. The Implementation Plan requires continuous enhancement of industrial quality competitiveness. By 2025, the popularization rate of standardized agricultural production in Shanghai should reach 92%, the manufacturing quality competitiveness index should remain above 94, and the supply of service industry should effectively meet the needs of industrial transformation and upgrading and consumer upgrading. The scale of quality competitive industries should be significantly expanded, and a number of quality excellent industrial clusters with international influence and leadership should be built.
In terms of enhancing regional quality leadership, the Implementation Plan requires the creation of regional characteristic quality brands, and the creation of national quality innovation pilot zones, quality strong benchmark cities, and quality brand improvement demonstration zones. Pudong New Area's socialist modernization construction leads the area to increase efforts in quality innovation. The structure and quantity of quality professional and technical personnel should better adapt to modern quality management needs.
The pursuit of quality cannot come at the cost of sacrificing the quality of the ecological environment.
