The "Shanghai Implementation Plan for Building a Quality Strong Country" released today provides the answer.

Quality background

Shanghai's relevant institutions and enterprises have joined hands to tackle the problem of the inability to trace the measurement values of oversized geometric measuring instruments in China by creating "rulers" at their doorstep.

After the establishment of the National Commercial Aircraft Industry Metrology and Testing Center in Shanghai, it has overcome the challenges of multi parameter and online calibration technology in large-scale testing systems one by one.

As of now, Shanghai has 51 national product quality inspection centers, 5 national industrial measurement and testing centers, 6 ISO/IEC technical institution secretaries, 79 ISO/IEC domestic counterparts, leading the revision of 177 ISO/IEC international standards and 4233 national standards. In recent years, Shanghai has received an A grade for 7 consecutive times in the quality work assessment of various provinces by the State Council.

As the pioneer of the national government quality award system, Shanghai continuously improves incentive policies such as government quality awards and standard innovation contribution awards. It has recognized 887 government quality awards at all levels, including 29 organizations and 5 individuals who have won the China Quality Award and Nomination Award.

Continuously improving quality

The Implementation Plan proposes 12 quantitative indicators in 6 aspects, including significant improvement in economic development quality and efficiency, and continuous enhancement of quality competitiveness. It clarifies 8 key tasks, including promoting economic quality and efficiency oriented development, enhancing key industries and regional quality competition, and promoting modernization of quality governance. The Implementation Plan clearly states that by 2025, Shanghai's economic structure will be further optimized, with a total labor productivity of 360000 yuan per person and a 14% decrease in energy consumption per unit of GDP. At the same time, innovation capabilities will be significantly improved, and the proportion of R&D expenditure equivalent to the city's GDP will reach 4.5%. The number of high-tech enterprises in the city will exceed 26000, and the new driving force and quality advantages of economic development will be significantly enhanced.

The Implementation Plan requires continuous enhancement of industrial quality competitiveness. By 2025, the popularization rate of standardized agricultural production in Shanghai should reach 92%, the manufacturing quality competitiveness index should remain above 94, and the supply of service industry should effectively meet the needs of industrial transformation and upgrading and consumer upgrading. The scale of quality competitive industries should be significantly expanded, and a number of quality excellent industrial clusters with international influence and leadership should be built.

In terms of enhancing regional quality leadership, the Implementation Plan requires the creation of regional characteristic quality brands, and the creation of national quality innovation pilot zones, quality strong benchmark cities, and quality brand improvement demonstration zones. Pudong New Area's socialist modernization construction leads the area to increase efforts in quality innovation. Improve the layout of quality infrastructure in the Lingang New Area of the Pilot Free Trade Zone. The structure and quantity of quality professional and technical personnel should better adapt to modern quality management needs.

The pursuit of quality cannot come at the cost of sacrificing the quality of the ecological environment. The Implementation Plan requires carrying out resource efficiency benchmarking and improvement actions for key industries and products, accelerating the research and development of key core technologies for low-carbon, zero carbon, and negative carbon, promoting the low-carbon transformation of high energy consuming industries, and implementing measures for near zero emissions of industrial pollutants, continuously improving the energy conservation and resource recycling capabilities of the industrial chain.
