On June 16, the media reported that the Guofeng Longyue Community in Luoyang City, Henan Province had been delivered for more than a year without passing planning verification, fire inspection, civil air defense inspection, file inspection, quality inspection, etc. The relevant departments found 89 fire hazards on site.
Yesterday, the Luoyang Municipal Housing and Urban-Rural Development Bureau established an investigation and disposal working group to conduct a comprehensive investigation. It will immediately correct any existing problems, and strictly investigate those responsible in accordance with the law. It will also learn from this incident and conduct an inspection of previously delivered real estate projects. If there are also problems with the delivery of houses in violation of regulations, rectification will be implemented together.
Ms. Zhou, an owner of the Guofeng Longyue community, received a "Notice of Occupancy" in March last year, which stated that the community was ready for delivery and decoration on March 30, 2023, and was signed by the developer, Luoyang Kehong Real Estate Co., Ltd.
“The ‘Occupancy Notice’ means that you can receive it now, but it does not say whether the conditions for handing over the house are met. But if it is a ‘House Handover Notice’, it must meet the conditions for handing over the house. So we questioned the property management at the time, and they said that we had handed over the house,” said Ms. Zhou.
The owner, Mr. Zhang, told reporters that it has been more than a year since the house was delivered, but the property certificate has not been issued because it failed the fire inspection.
Mr. Zhang said: "The fire inspection has not been completed yet. What is the specific problem? They have never told us. Anyway, the government has replied that it is still under inspection."
Zhang Xiaofeng, the project manager of Guofeng Longyue, told reporters that there are about 800 households in the community, nearly 600 of which have received their houses, less than 200 have moved in, and some owners are still renovating. The fire inspection did not fail, but it just needs to be reviewed now.
Zhang Xiaofeng said: "After the initial inspection and acceptance, some rectification items were proposed. After the rectification, an application for re-inspection was made. The re-inspection report will be submitted next week and an application for a second inspection and acceptance will be applied."
Lu Xiaolong, chief clerk of the Housing Security Section of the Luoyang Housing and Urban-Rural Development Bureau, told reporters that according to the time calculation, the fire inspection application was not submitted until five months after the handover of the Guofeng Longyue community. At that time, the planning verification, fire inspection, civil air defense inspection, file inspection and quality inspection all failed. They found 89 fire safety hazards on site.

Yesterday, Jiao Zhixun, deputy director of Luoyang Housing and Urban-Rural Development Bureau, said that the Municipal Housing and Urban-Rural Development Bureau and the Chanhe District Government have set up investigation and disposal working groups. "One is the verification and acceptance group, one is the formalities handling group, and one is the connection and coordination group. They mainly solve some problems that need to be rectified at present, and deal with all the problems related to the certification and completion."
Lu Xiaolong, chief clerk of the Housing Security Section, introduced the current situation of investigation and punishment of illegal activities in the project.
Lu Xiaolong told Jiao Zhixun that because the Guofeng Longyue project was illegally put into use without passing the acceptance inspection, the developer has been ordered to suspend delivery and ensure the safety of life and property of the owners who have already delivered the project.
He said: "First of all, we must ensure that rectification and resolution are carried out as soon as possible. At the same time, we will hand over any clues of violations to law enforcement agencies for disposal. In addition, we must do a good job of working with the owners and solve the problem. Now that some owners have moved in, we must strengthen daily inspections so that the people can get their houses smoothly and live in peace and safety."
Kang Xiangguo, deputy district mayor of Chanhe District, said that at present, the district has clarified the time limit for responsibility for related issues, especially the garbage transfer station issue that has been strongly reflected by the public.
Kang Xiangguo said: "In accordance with the principle of facilitating people's travel and ensuring traffic safety, on the one hand, traffic safety signs are set up at intersections, and at the same time, the turnover of domestic waste is properly handled. We strive to properly dispose of the waste before the end of June and dismantle the original waste transfer station that affects traffic. We also respond to people's concerns in a timely manner. The main responsible comrades of the local street have established a special WeChat group for owners' representatives to promptly report the progress of the work and respond to people's concerns."
Jiao Zhixun said that next, the Housing and Urban-Rural Development Bureau will check the properties delivered within one year and verify the relevant procedures. If there are any problems, they will be handled in accordance with the law.
He said that we should learn from this incident and look back at all the projects that should have been delivered or were due to be delivered in the past year to see whether their procedures are complete, whether they meet the conditions for delivery, and whether there were any violations in delivery.
