Recently, the "2023 Shanghai Youth Science and Technology Innovation Education Development Blue Book" was released. Based on summarizing the development context of Shanghai youth science and technology innovation education and analyzing the trend of global youth science and technology innovation education, facing the new educational needs under the perspective of new quality productivity and the changes in educational forms brought about by digitalization and artificial intelligence technology, it puts forward future thinking and development suggestions for youth science and technology innovation education in the new era.

This blue book was compiled by the Shanghai Science and Technology Innovation Education Steering Committee and is the first youth science and technology innovation education development report published in the form of a blue book in China. In May last year, the Ministry of Education and 18 other departments jointly issued the "Opinions on Strengthening Science Education in Primary and Secondary Schools in the New Era", systematically deploying the "addition" of science education in the "double reduction" of education. Under this new situation, the importance of youth science and technology innovation education will increase day by day.

The blue book points out: "Science and technology innovation education aims to cultivate innovative talents, emphasizes innovative learning and practice, guides students to be problem-oriented in real life scenarios, and use new knowledge and methods to solve problems, thereby deepening their understanding of scientific principles and research methods, and cultivating young people's innovative spirit, innovative thinking and comprehensive practical ability."

In April 2021, the Shanghai Municipal Education Commission established the Municipal Science and Technology Innovation Education Steering Committee as an expert advisory body to guide students in carrying out science and technology innovation education. From 2021 to 2023, the Municipal Science and Technology Innovation Commission reviewed and named 94 Shanghai Student Science and Technology Innovation Education Bases, promoted a number of high-tech enterprises and parks, universities and research institutes to open to primary and secondary school students, disseminated cutting-edge scientific and technological information and achievements, and guided students to use the bases as a platform for research-based learning activities. Shanghai Synchrotron Radiation Light Source, Beidou Navigation Base, C919 Large Aircraft... The Municipal Science and Technology Commission also cooperated with relevant departments and units to promote the construction of a high-quality resource library for youth science and technology education, and organized activities such as the collection and selection of Shanghai's high-quality science and technology education courses, classic introductions to youth science and technology education, and "Shanghai Science and Technology Education Person of the Year Selection", laying a solid foundation for Shanghai to build a science and technology innovation center with global influence.

At the symposium on the launch of the Blue Book, Yin Houqing, president of the Shanghai Society of Education, said that the "2023 Shanghai Youth Science and Technology Education Development Blue Book" is very inspiring for Shanghai to do a good job in science education in primary and secondary schools. Science education should enhance its modernity and cutting-edge nature, transform cutting-edge scientific and technological achievements in recent years into content that students can learn and explore, and through cooperation with scientists, "reduce" the latest scientific research results to form youth exploratory topics. Hu Wei, a consultant to the Shanghai Municipal Government, said that the new productivity formed by technologies such as artificial intelligence big models is changing the form of education. Looking to the future, the "2023 Shanghai Youth Science and Technology Innovation Education Development Blue Book" puts forward four development suggestions: First, Shanghai's science and technology innovation education should build a large cluster of high-quality resources of science and technology innovation education bases in multiple fields, multiple levels and ecology. On the basis of building 100 municipal-level student science and technology innovation education bases during the "14th Five-Year Plan" period, expand the construction of science and technology innovation education bases to the district level, and promote the linkage of science and technology innovation education bases in the Yangtze River Delta to achieve resource sharing and complementary advantages.

The third is to explore the evaluation system for future innovative talents and build a digital system for discovering, cultivating and tracking future innovative talents.
