Relaxing purchase restrictions has become a key word in the first month of 2024.

On January 30, Shanghai officials announced that singles outside the outer ring road and not registered in the city would be allowed to purchase houses. On the same day, Suzhou fully relaxed its purchase restriction policy, and house purchases were no longer restricted by area or number of units.

A few days ago, Guangzhou also announced that there will be no purchase restrictions on units above 120 square meters in the city.

Shangguan News reporters sorted out the property market purchase restriction policies in 29 major cities across the country, including 19 very large and megacities, and found that at least 20 cities, including Nanjing, Hefei, Jinan, Qingdao, Wuhan, Wuxi, Ningbo, etc., have completely abolished housing purchase restrictions. Purchase limit policy.

Among the cities that have relaxed purchase restrictions, Foshan and Dongguan were the first to fire off the gun. As early as December 2022, the two cities announced the complete cancellation of purchase restriction policies.

Since then, 16 cities including Tianjin, Nanjing, Dalian, Jinan, and Qingdao have rushed to implement relevant policies in September 2023.

Among non-first-tier cities, only Hangzhou, Chengdu, Xi'an, Tianjin, and Changsha have not completely canceled purchase restriction policies.

The policy issued by Hangzhou in October last year narrowed the scope of housing purchase restrictions to the four main urban core areas of Shangcheng District, Gongshu District, Xihu District, and Binjiang District, and lifted purchase restrictions in other areas.

Chengdu will continue to implement housing purchase restrictions except for the "52" areas, and other areas will no longer review home purchase qualifications. Purchases of properties over 144 square meters in restricted purchase areas will no longer be reviewed for home purchase qualifications.

The housing purchase restriction area in Xi'an has been adjusted to within the second ring road, and housing purchase restrictions will no longer be implemented in areas outside the second ring road. Tianjin has relaxed purchase restrictions on real estate projects outside the city’s six districts.

Changsha, on the other hand, implements a no-restriction purchase policy for first-time buyers. The second home needs to meet multiple conditions such as household registration, a certain age for the purchase of the first home, and marriage and childbearing status.

At present, only Beijing and Shenzhen have not relaxed purchase restrictions, and have loosened real estate policies mainly by reducing the down payment ratio of housing loans.

In 2023, housing price growth will decline in almost all major cities.

Taking the average housing price data of the sample as a reference, the housing prices in Shenzhen, Shanghai, and Beijing rank among the top three in the country, and in Shanghai and Beijing, housing prices are relatively stable despite their high base.

In December 2023, the average price of sample residences in Shanghai and Beijing increased by 0.9% and 0.7% respectively year-on-year. At the end of 2022, affected by the epidemic, Shanghai's housing prices increased by only -1% year-on-year that month. The growth in the same period in 2023 shows the strong resilience of Shanghai's real estate market.

Despite the overall sluggish real estate market, the average price of sample residential properties in Chengdu, Xi'an, Hefei, and Nanjing still increased in December last year, with year-on-year increases of 2.3%, 1.5%, 1.4%, and 1.3% respectively. However, the growth rate is also declining compared with previous years.

Shenzhen, Dongguan, Fuzhou, Dalian and Zhengzhou have all seen negative growth in average house prices.

Based on the average housing price data of the sample in December each year, Zhengzhou, Shenyang, Dalian, and Shenzhen have experienced negative growth in housing prices for two consecutive years.

In addition to the relatively resilient housing prices in Beijing and Shanghai, housing prices in Chengdu and Nanjing have also been relatively stable in recent years. There has been no negative growth at the end of the past three years, and the growth rate has slowed down and has a certain degree of flexibility. Chengdu's year-on-year growth rate in December 2023 was 0.7 percentage points higher than the same period last year, while Nanjing's was 0.4 percentage points.

Since September 2023, policies such as the policy of recognizing a house but not a loan, reducing the down payment ratio for first and second homes, and adjusting the mortgage interest rate points have been continuously implemented.

Nowadays, the successive "relaxation" of Guangzhou, Suzhou, and Shanghai has undoubtedly opened up a new round of policy space.

On January 26, the Ministry of Housing and Urban-Rural Development held a deployment meeting on the urban real estate financing coordination mechanism. It was mentioned that cities in various regions will be fully empowered with autonomy in real estate regulation and can adjust real estate policies according to local conditions.
