Tiktok's new regulations prohibit account agency operation, tracking | crack down on false public welfare qualification of "bad sales" | platform | account
Not long ago, the Shanghai debunking platform published a draft titled "How to Detect Fake Charity in Short Videos by Supporting Elderly People with 3000 yuan and Recovering 2800 yuan...", exposing accounts attempting to fabricate false scenes and engage in false public welfare activities under the pretext of "helping farmers," "helping the poor," and "helping the disabled.". In response to this phenomenon, Tiktok recently released the latest specification on public welfare content governance, which requires that "if an account initiates charity fundraising on the platform, the subject should hold relevant qualifications and be certified in accordance with the regulations". In addition, the new regulations clearly require that "public welfare accounts shall not engage in profit-making activities such as live streaming tipping or e-commerce sales."
Account initiating charity fundraising requires strict authentication
Since 2023, there have been frequent occurrences of false public welfare incidents, such as impersonating low-income individuals seeking rewards in live streaming rooms, or false phenomena such as daily income and living standards not matching the actual broadcasting situation, as well as false advertising and sales through the release of content such as "selling miserably" and "poverty". How can we prevent these behaviors that seek attention, deceive fans and likes, and illegally profit on the grounds of public welfare?
Recently, Tiktok released new regulations, first of all, it put forward requirements for certification of public welfare accounts, including: if an account initiates charity fundraising on the platform, the subject should hold relevant qualifications and be certified according to regulations; Government, media, and other accounts that initiate charitable donations on the platform must hold relevant qualifications themselves or collaborate with qualified institutions. For accounts without the above qualifications, the new regulations require that they "shall not initiate charitable donations in any form on the platform, including but not limited to using e-commerce sales and other means of disguised fundraising." At the same time, the new regulations require that public welfare accounts shall not engage in profit-making activities such as live streaming tipping and e-commerce sales.
In addition, in order to ensure that the content released by the authenticated public welfare account is true, fund-raising compliance, and positive guidance, the new regulations require that the account must be directly operated and managed by public welfare organizations and public welfare practitioners, and be responsible for the content quality and painting style of the account. "you may not entrust third-party MCN organizations or others to operate on behalf of the account, or mass produce and release homogenized content."
Seriously Punish Pseudo Public Welfare and Fake Charity Acts
The content and behavior of pseudo 'public welfare' not only make use of the kindness of the public, but also destroy the good ecology of public charity. The platform has the responsibility and the right to supervise the pseudo-public welfare behavior that exists on the platform. We recognize the platform through the release of new rules, active governance actions, and jointly promote the orderly regulation of network public welfare content. " Wang Peng, deputy secretary-general of the China Rural Development Foundation, said that in view of the false information phenomena such as swinging, spreading rumors and counterfeiting on the Internet, as well as the false risks that may be brought about by the rise of artificial intelligence technology, on the one hand, the platform needs to launch product tools to improve governance capabilities; on the other hand, it is necessary to formulate and release targeted platform specifications to systematically crack down on and manage false information.
The relevant person in charge of Tiktok Security Center said that Tiktok would increase its patrolling efforts against the release of false information such as posing photos, "poverty and misery", exaggerating social and family conflicts, or seeking commercial realization through the release of content such as "helping farmers", "helping the elderly", "helping the disabled" and "helping the needy". In addition to the new regulations, Tiktok would focus on the investigation of accounts that publish content such as "living difficulties", "dilapidated houses", "left behind people for old and young", and have profit-making behaviors.
It is reported that since April 2023, 1131 videos related to Tiktok have been taken off the shelves, 3518 accounts have been closed for an indefinite period of time, and new fans improperly obtained have been erased, and their profit-making rights have been cancelled.
