Drugs have caused many people's families to shatter and their lives to collapse, while others remain unaware of their evil and fall into confusion.
Our job is to deal with drug users, help them quit their addiction, and return to society. After 26 years of dealing with drug users, police officer Lu Haidong and his colleagues from the "Haidong Studio" of the Shanghai Compulsory Isolation and Rehabilitation Center successfully managed, educated, and influenced many people from the fog of drugs to the new shore.

In recent years, among the new recruits of Shanghai compulsory isolation drug rehabilitation centers, the proportion of disabled persons is relatively high, and the proportion of people with AIDS and various basic diseases is relatively large. They are not only deprived of their health by drugs, but also often abandoned by their families and looked down upon by others. "It feels like life is like walking into a mist, with no future in sight," said a drug user, describing the feeling after being infected.
What Lu Haidong does is to help drug addicts dispel the fog and let the sunshine shine into their lives.
Qi Dong, a drug rehabilitation student, was 29 years old when he entered the school. He was once a top student. His graduate student was studying in a well-known foreign university, but because of careless friends, he became addicted to drugs and was also infected with AIDS.
In daily conversations, Lu Haidong learned that Qi Dong's mother passed away when he was 3 years old, and his father remarried. He was brought up by his aunt. After entering the rehabilitation center, Qi Dong tried to contact his family, but the letters he sent out remained unanswered.
One evening, Lu Haidong received a phone call from his office, learning that Qi Dong had been urgently sent to the hospital due to a serious infection of his organs. He quickly organized police forces to rush to the hospital. In the hospital, Lu Haidong did not flinch because Qi Dong was a AIDS patient. He personally carried him from the wheelchair to the examination bed, and then carried him back to the wheelchair after the examination. Watching the frail Qi Dong lying on the hospital bed receiving treatment, Lu Haidong repeatedly called Qi's father's phone number and eventually convinced him to come to the hospital from his hometown to provide support and assistance to his son.
Caring for and helping drug addicts is the basic task of drug rehabilitation police, and it is even more important to help them regain themselves, reshape their lives, and make society accept them again. Lu Haidong compared himself to a "ferryman" to pave the way for drug addicts to return to society.
With the strong support of the Municipal Drug Control Office, the Lu Haidong team took the lead in contacting the Shanghai Self Strengthening Social Service Association, establishing a mechanism for drug control social workers to work in the office, closely connecting drug rehabilitation centers, social organizations, and educational objects; At the same time, cooperation agreements have been reached with vocational training institutions to carry out skill training in water and electricity maintenance, medical care, home management, catering services, property management, and other areas. More than 500 drug rehabilitation students have obtained national certified vocational qualification certificates through training exams.
Not long ago, Qi Dong, who had returned to society, came back specifically to tell Lu Haidong that with his qualification certificate, he had found a stable job with the help of the community, which allowed him to be self-sufficient. His father and family also accepted him again, reigniting his hope for the future.
Transforming the "rear area" into the "front line"
Digging for clues and assisting in solving cases is an important function of the Public Security Bureau. In Lu Haidong's view, the compulsory rehabilitation center is not only the "rear area" for purifying society, but also the "front line" for combating drug crimes.
By detecting suspicious clues, researching archival data, and conducting investigations and comparisons, Lu Haidong has developed a set of deep excavation and collaborative investigation methods in long-term practice. Through close collaboration with the case handling department, he led the team to establish a smooth channel for collecting and transmitting important clues related to drug transactions, transportation methods, and purchasing platforms. For many years, he has been far ahead of his colleagues in successfully assisting in solving cases, and as a result, he has been selected for the talent pool of experts in the management of the Ministry of Public Security Supervision Bureau. He has been invited to participate in training courses for the Ministry of Public Security Supervision Bureau and the entire city's public security supervision line.
Lu Haidong is happy to share his combat experience with young colleagues and encourages everyone to contribute together to drug control investigations. Not long ago, disciplinary police officer Li Ningning discovered that drug rehabilitation student Xie Lan had become depressed and her weekly correspondence with her boyfriend had suddenly been interrupted. After investigation, she learned that Xie Lan's boyfriend claimed in his last letter that he would "go back to his hometown in Anhui to take care of his mother.". Based on Xie Lan's performance, Li Ningning feels that there is something fishy going on.
After investigation, she found that Xie Lan's boyfriend is a local registered residence in Shanghai, and her mother has already passed away. Li Ningning came to discuss with Lu Haidong, and they analyzed and judged together. They thought that "go home to take care of mother" might be the "secret language" they agreed on. After work, Xie Lan finally confessed that "going home to take care of her mother" means "returning to her old job" and engaging in illegal activities such as organizing gatherings and drug use.
According to the clues transmitted by Lu Haidong and Li Ningning, the investigating department successfully apprehended a drug related criminal gang of nearly 30 people.
According to statistics, in the past 5 years, the Lu Haidong team has transmitted more than 540 various clues and assisted in solving more than 340 cases, including more than 80 drug-related cases.
Engaged in grassroots public security drug rehabilitation work for 26 years, Lu Haidong managed and assisted thousands of drug users. Every year, he will compile a ledger and record in detail the personal situation of the students. After organizing recent archival materials, Lu Haidong found that the drug user population is showing a trend of youthfulness, and new types of drugs for drug use are emerging one after another.
Seeing some teenagers being controlled by drugs at their prime, Lu Haidong thought to himself that instead of waiting for them to use drugs before rescuing and educating them, it is more important to do a good job in promoting drug control and prevention education in advance.
Taking the International Anti Drug Day on June 26th as an opportunity every year, Lu Haidong and his colleagues actively organize and carry out the "Anti Drug Propaganda Month" activity, sort out typical cases, shoot short videos of anti drug propaganda, produce "Anti Drug Propaganda Month" propaganda courseware, supplemented by exhibition boards, videos and other forms, and visit schools, libraries, and communities to promote anti drug knowledge to the whole society.
