Today, a press conference on the comprehensive transportation special plan for the Yangtze River Delta Ecological Green Integration Development Demonstration Zone was held in Shanghai, introducing the overall situation of the Comprehensive Transportation Special Plan for the Yangtze River Delta Ecological Green Integration Development Demonstration Zone. This plan was led and organized by the Shanghai Municipal Commission of Transportation, in collaboration with the Jiangsu Provincial Department of Transportation and the Zhejiang Provincial Department of Transportation. It took four years from its inception to its final release. As an important guiding document in the comprehensive transportation field of the demonstration zone, it has been officially released recently, and the main achievements have been included in the national spatial planning of the demonstration zone.
The integrated demonstration zones located in Qingpu, Shanghai, Wujiang, Jiangsu, and Jiashan, Zhejiang, although located at the junction of Shanghai, Jiangsu, and Zhejiang provinces and cities, and adjacent to the Hongqiao comprehensive transportation hub, have always faced problems such as low efficiency in external transportation connections, insufficient connectivity of internal road networks, and the need to improve the level of coordinated transportation governance and green development due to their location in the intersection of Shanghai Nanjing and Shanghai Hangzhou transportation. This plan aims to further highlight the implementation of the new development concept, new requirements for the construction of Hongqiao International Open Hub, new trends in green intelligence, and new models of regional collaborative governance, while not breaking administrative subordination and administrative boundaries. It proposes integrated transportation solutions and explores cross regional project collaboration and institutional innovation paths.
In terms of positioning, this plan is not only a transportation facility planning, but also a transportation service planning and transportation governance planning. Its important role is to improve the transportation location, guide the junction of two provinces and one city from latecomers to pioneers, innovate policy mechanisms, and establish a comprehensive cross regional transportation governance system that is coordinated and efficient. In terms of strategy, highlight ecological green and hub support. For example, in the overall framework design, the concept of green ecology is fully reflected, and the layout of the demonstration area hub is improved with TOD as the guide. Among them, the optimization of external transportation focuses on mode optimization and efficiency improvement, supporting the integration of the demonstration zone into the "Yangtze River Delta on the track", and developing a green and clean freight system.
Transportation is the vanguard of high-quality development in demonstration zones.
To build a new pattern of coordinated transportation space, the demonstration zone will focus on improving four major transportation systems: rail transit, road transportation, characteristic transportation, and passenger and freight transportation hubs. Among them, a multi-level and networked rail transit system will be established, including trunk railways, intercity railways, and urban rail transit, to meet the various travel needs of the demonstration zone both domestically and externally. On the basis of the main framework of national trunk railways such as the Shanghai Kunming High Speed Railway, Shanghai Kunming Railway, Shanghai Suzhou Lake Railway, and Tongsu Jiayong Railway, we will focus on strengthening the intercity railway network and planning intercity rail transit lines such as the Tongsu Lake Intercity Railway, Shanghai Demonstration Zone Line, Shuixiang Tourism Line, and Jiashan Xitang Line. In terms of featured transportation, we will build a three-level slow traffic greenway system at the regional level, city level and community level, build a comfortable and suitable blue road system relying on backbone rivers and important lakes, and build a regional scenic road system of "two horizontal, two vertical and three ring roads" in combination with the Taihu Lake Lake, Dianshan Lake, Taipu River and other river and lake water systems, to comprehensively build a "slow travel" transportation network.
To upgrade the new experience of internal optimization and external smooth transportation, the demonstration zone will focus on enhancing the travel experience of local transportation, water transportation, and new transportation. In terms of intra city transportation, we focus on road connections, inter provincial public transportation, and vehicle services, innovate the operation mode of intercity railway connectivity and integrated public transportation, and promote cross-border travel in demonstration areas to enjoy "intra city treatment". In terms of water transportation, on the one hand, we will work together to promote the renovation of inland waterways, forming a high-level layout of "four horizontal and four vertical" inland waterway network, and building a green and intensive inland waterway operation area. On the other hand, we will open up water passenger transportation routes according to local conditions, creating a new experience of water travel. In terms of new transportation, we will encourage the pilot application of new transportation such as "Internet plus" shared transportation, demand responsive public transportation, and unmanned distribution, and explore new modes of urban production and living materials, such as high-speed rail logistics and rail express.
Four years ago, the road network in this area was relatively weak, and some experts said it was "connected but not smooth". Zhang Zhongwei, Deputy Director of the Executive Committee of the Yangtze River Delta Ecological Green Integration Development Demonstration Zone, stated that in the field of transportation infrastructure, the construction framework of the rail demonstration zone has initially taken shape in the past four years. The cross provincial connecting roads have accelerated and improved, and the cross provincial public transportation has continued to expand. The two districts and one county in the demonstration zone are transforming from "neighborhoods" to "one family".
In addition, what is particularly noteworthy in the plan is to accelerate the improvement of the main backbone of the mainline railway composed of the Shanghai Kunming High Speed Railway, Shanghai Kunming Railway, Shanghai Suzhou Lake Railway, Tongsu Jiayong Railway, etc. The plan is to add stations such as Suzhou South Station, Jiaxing North Station, Shengze Station, and Liantang Station, comprehensively enhancing the radiation of the demonstration zone towards the Yangtze River Delta and the whole country.
