With the continuous improvement of the urban fitness environment, the proportion of Shanghai citizens who regularly participate in physical exercise has reached 50.1%, and the compliance rate of citizens' physical fitness and average life expectancy remain at the forefront of the country. However, in Shanghai, where every inch of land is precious, the supply of fitness facilities still cannot meet the fitness needs of the citizens, and the supply-demand contradiction is prominent.

The report of the 20th National Congress of the Communist Party of China clearly states: "Widely carry out national fitness activities, strengthen youth sports work, promote the comprehensive development of mass sports and competitive sports, and accelerate the construction of a sports powerhouse."

Through research, it was found that although the area of sports venues in Shanghai has been increasing year by year, with a per capita sports venue area of 2.51 square meters by the end of 2022, an increase of about 50% from 1.67 square meters per capita ten years ago, it still cannot meet the needs of the masses. There are still problems with insufficient total quantity, uneven distribution, and low management and operation efficiency of fitness facilities. The difficulty of "where to go for fitness" for the masses is gradually becoming apparent and receiving social attention. To this end, the Party Group of Shanghai Sports Bureau has formulated a special rectification plan for the insufficient supply of national fitness facilities in accordance with the requirements of theme education work, and constructed a higher-level public service system for national fitness to meet the growing fitness needs of the masses.

Recently, the Municipal Party Committee and Municipal Government have reviewed and approved the Implementation Opinions of Shanghai on Building a Higher Level Public Service System for National Fitness; The Municipal Party Committee Office and the Municipal Government Office have issued the "Three Year Action Plan for the Expansion of Public Resources for National Fitness". The Municipal Sports Bureau held a special promotion meeting on national fitness work, strengthened organizational leadership, strengthened urban linkage, established a work promotion mechanism, and improved the promotion mechanism and information communication mechanism of fitness facilities projects coordinated and linked at the two levels of the urban area. Establish a dedicated work team, allocate staff, closely coordinate and collaborate, accelerate the construction of fitness facilities, and strive to create a "fitness ready" urban environment.

Continuously expanding public resources and effectively increasing sports facilities. The Municipal Party Committee and Municipal Government will include national fitness facilities in the new round of public opinion projects and practical projects for the people in this city. In 2023, no less than 1300 fitness facility projects will be constructed to meet the needs of children, adolescents, workers, elderly and other groups. As of now, a total of 940 fitness facility projects have been built, including 14 community citizen fitness centers, 40 citizen fitness trails, 647 citizen puzzle fitness park points, 66 citizen fitness stations, 157 citizen sports fields, and 16 elderly sports and health homes. In response to the difficulty of booking popular events such as badminton, the construction of 100 badminton courts has been promoted for the first time this year, which has been welcomed by the public.

In the action plan to address the shortcomings of fitness facilities, Shanghai has tailored its use of gold and silver edges to meet the fitness needs of the central urban area. Digging limited urban space, fully utilizing the construction of embedded facilities such as under elevated bridges, rooftops and underground spaces, and idle spaces, to create a group of popular "internet celebrity sports check-in spots" for citizens. By integrating resources and increasing the supply of fitness facilities, and improving the service system of fitness facilities, we aim to enhance the connectivity of both sides of the "One River, One River" project, promote the construction of parks and green spaces, urban renewal, and the renovation of the "Two Olds, One Village" project. As of now, 213 fitness facilities have been built in the central urban area, and the difficulty of fitness for the local residents has been alleviated. In the near future, according to the work deployment of the Ministry of Housing and Urban Rural Development and the General Administration of Sport of China, we will promote the integration of national sports into communities and parks, and build small national fitness facilities with a focus on table tennis tables in communities and parks.

Continuously optimize venue management and enhance public sports facility services. Guide public sports venues to open for free or low-cost public welfare, and provide venue inquiry and booking services through platforms such as "One Stop Service" and "Come to Shanghai | Fitness Map". It is expected to serve over 1 million fitness citizens throughout the year. Intensify the opening of school sports venues, promote the opening of more than 1100 public primary and secondary school sports venues to the public, and facilitate community residents to exercise nearby. Organize community sports facility inspections and maintenance, with a total of 253679 inspections from May to July this year, to improve the level of sports facility management services.

The addition of national fitness facilities in Shanghai has achieved good social benefits and demonstration effects. Recently, Shanghai's "Moving to Shanghai | Fitness Map" and Elderly Sports and Health Home were selected as typical intelligent sports cases for the year 2022 by the Ministry of Industry and Information Technology and the General Administration of Sport of China. The Elderly Sports and Health Home and Fitness Station, two pioneering projects in Shanghai, have been included in the Action Plan for Improving National Fitness Facilities by the General Administration of Sport of China and other departments, encouraging active promotion in areas with conditions.

We will build a higher level public service system for fitness for all, and build a Chinese path to modernization model city for fitness for all, so that people will have more sense of gain, happiness, and security. Shanghai Sports will accelerate the construction of a public service system for national fitness with Chinese characteristics, Shanghai characteristics, and a higher level by increasing the supply of facilities for national fitness, and promote the construction of a healthy Shanghai and a globally renowned sports city to achieve new results.
