The National Flood Control Administration maintains the emergency response level for flood and typhoon prevention in Guangdong and Fujian provinces
Beijing, September 5th (Xinhua) - According to the Ministry of Emergency Management on September 5th, China is currently facing a situation of dual line operations with one south and one north, as well as typhoons and floods. The National Flood Control Administration continues to maintain a Level 3 emergency response for flood and typhoon prevention in Guangdong and Fujian provinces.
On the 5th, the General Office of the People's Republic of China and the Ministry of Emergency Management organized a special video conference on flood control and typhoon prevention, jointly with the China Meteorological Administration, the Ministry of Water Resources, and the Ministry of Natural Resources to assess the development trend of Typhoon "Haikui" and the Wusuli River flood. The video conference was dispatched to provinces such as Fujian and Guangdong to deploy flood control and typhoon prevention work in key areas.
According to the consultation results, Typhoon "Haikui" made landfall twice on the morning of the 5th as a tropical storm in Dongshan, Fujian and Raoping, Guangdong. Affected by the westward movement of typhoon "Haikui", rainstorm or heavy rainstorm occurred in southern eastern Fujian, southeastern Guangdong, eastern Hainan and other places. The local extremely heavy rainstorm in Fuzhou, Fujian, combined with long rainfall duration and large accumulated rainfall, has certain extremes. At the same time, the Wusuli River has a long period of over warning and over protection, low embankment standards, high pressure on inspection and defense, and a severe situation of flood and typhoon prevention.
The meeting pointed out that it is necessary to strictly implement the various responsibility systems for flood control and typhoon prevention, with the administrative head responsibility system as the core. Key southern provinces should continue to take precautions against strong wind and rainstorm, and highlight the management of fishing boats in different places, the supervision and inspection of offshore wind power enterprises, and the safety management of township "three no" ships; Intensify the investigation of hidden dangers, strengthen the safety management of small and medium-sized reservoirs, high-level ponds and weak embankment sections; Strengthen the provision of safety protection equipment for rescue personnel to ensure their personal safety. The northern region should closely monitor the development trend of rainfall and water conditions in the Ussuri River basin, strengthen monitoring, forecasting, and early warning, and pre set rescue forces, materials, and equipment in advance; Depending on the situation, the threatened population in the section of the protected river should be transferred in advance.
