Shougang was founded in 1919, which is a microcosm of China's steel industry and a banner of reform and opening up. In 2005, Shougang's No. 5 blast furnace, which had been burning for 47 years, was officially shut down. The smelting section of Shougang was relocated from Beijing, making it the first large-scale steel enterprise in China to move from a central city to a coastal development.

In 2013, the transformation of Shougang's old factory located in Shijingshan was officially launched. In 2015, the overall transformation plan of the park, led by academicians Wu Liangyong and others, was determined. The functional zoning of the main factory area was determined as "five zones and two belts", with a planned total land area of about 863 hectares and a total construction area of about 10.6 million square meters within the planned area.

In order to serve the Beijing Winter Olympics, the old factory building of Shougang's clean coal workshop has been transformed into three national team training centers: speed skating, figure skating, and curling. Under the principle of "minimal intervention" in industrial relics, the project actually only installed an additional wooden corridor for tourists to enter the tower from outside, without any other intervention. Wang Jin, the head of the sports, cultural and tourism project at Beijing Shougang Park Sports Center, told reporters that there may be more renovation and utilization plans for the cooling tower in the future, but currently, everything is not urgent.
