According to a public resume, Gou Zhongwen was born in June 1957. He worked in the former Ministry of Information Industry in his early years and served successively as the dean of the China Electronic Information Industry Development Research Institute and the former deputy minister of the Ministry of Information Industry.
In 2008, Gou Zhongwen was transferred to deputy mayor of Beijing. In 2013, he served as a member of the Standing Committee of the Beijing Municipal Party Committee, Secretary of the Educational Work Committee of the Municipal Party Committee, and Party Secretary of the Zhongguancun Management Committee.
