The shortage of talents in international organizations restricts our country from better participating in international affairs. There is a considerable gap between the total number of employees, the scale and the influence of our country in international organizations and our international status and the share of dues paid. Taking the United Nations system as an example, from 2022 to 2024, China will pay 15.25% of the United Nations dues, which is approximately US$438.1 million, ranking second in the world, second only to the United States at US$693 million.
However, as of December 2021, as the world's most populous country, the world's second largest economy, a permanent member of the United Nations Security Council, and the second largest payer of United Nations dues, China has only 1,336 people in the United Nations system, accounting for only 2.31 %, among which the number of non-linguistic Chinese professionals working in the United Nations Secretariat is even less, or even less than 100, which is far lower than the proportion in other countries, and is at the lowest level among the five permanent members of the United Nations. In comparison, the United States has 5,464 employees in the United Nations, accounting for 9.4%, ranking first; France has 4,398 employees, accounting for 7.60%, ranking second; the African country Kenya has 3,660 employees, accounting for 6.33%, ranking third.
Moreover, most of the Chinese employees are translation, conference, logistics and peacekeeping personnel. There are very few Chinese managers who can participate in management decision-making. Their overall influence is limited and they lack the right to speak. The number and ranks of China's employees in international organizations are extremely inconsistent with China's high expenditure on membership fees. As a result, China's right to speak in international organizations has been restricted, its leadership in international affairs has been difficult to fully exert, and its image as a responsible major country has been difficult to effectively demonstrate.
How will this newly established academy cultivate globally competent talents for international organizations?
The high degree of connection between bachelor's, master's and doctoral programs is a major feature of the college. Ying Pinguang, dean of the School of International Organizations, introduced that with the three majors of law, economics and political science as the core support, we are exploring a talent training system with a high degree of connection between undergraduate, master and doctoral degrees; at the same time, we are exploring the "joint study of bachelor's and master's degrees" and "master's and doctoral degrees". "Continuous Reading" training model provides special support by reserving a certain number of recommended and exempted places.
Combining Chinese, English and French to cultivate students' multilingual abilities. At present, English compulsory courses, all-English professional courses and French elective courses have been set up. On this basis, we will gradually explore the establishment of French compulsory courses to encourage students to be able to use two official working languages of the United Nations when they graduate, be proficient in English, and have the preliminary ability to use French. Ability to communicate and work.
The School of International Organizations will also explore cooperation and joint training models between Chinese and foreign universities and international organizations. At present, it has established cooperative relationships with overseas universities such as the University of Bern in Switzerland and the Royal Institute of Technology in Melbourne, Australia, as well as international organizations such as the World Trade Organization and the International Labor Organization. In the future, the college will explore the establishment of cooperative relationships with foreign universities such as IE University in Spain and Université Libre de Bruxelles in Belgium, as well as international organizations such as the World Bank, the International Monetary Fund, the World Intellectual Property Organization, the Asian Infrastructure Investment Bank, and the BRICS Bank. We will explore the "three-mentor system" of domestic mentors, foreign mentors, and mentors from international organizations, and carry out in-depth practice projects with international organizations.
In addition, the college closely combines special courses with expansion activities, optimizes the "High-level International Talent Training Innovation Practice Project Certificate Course", opens the "International Organization and Global Governance Lecture Hall", builds an international organization negotiation simulation training room, and conducts international organization In-depth practice and internship projects.
Qi Ming, Secretary of the Party Committee of Shanghai University of International Business and Economics, said that this year, the school established a dedicated School of International Organizations by integrating the original School of Trade Negotiation and the former Department of International Relations of the Law School.
