Beijing, May 30th: On the morning of May 30th, President Xi Jinping attended the opening ceremony of the 10th Ministerial Conference of the China-Arab States Cooperation Forum at the Diaoyutai State Guesthouse in Beijing and delivered a keynote speech. Xi Jinping announced that China will hold the second China-Arab Summit in China in 2026. China is willing to work with the Arab side to carry forward the spirit of China-Arab friendship, build "five major cooperation patterns", and accelerate the construction of a China-Arab community with a shared future.

Xi Jinping pointed out that the friendship between China and the Chinese people and Arab countries and peoples stems from friendly exchanges along the ancient Silk Road, fighting side by side for national liberation, and win-win cooperation in the process of national construction. Since the new century, China-UAE relations have continued to reach new heights. In December 2022, I went to Riyadh, Saudi Arabia, to attend the first China-Arab Summit. China and Arab sides agreed to make every effort to build a China-Arab community with a shared future for the new era. China is willing to work with Afghanistan to give full play to the strategic leadership role of the summit and continue to promote the leap-forward development of China-Arab relations. China will hold the second China-Arab Summit in China in 2026, which I believe will become another milestone in China-Arab relations.

Xi Jinping pointed out that through the joint efforts of both sides, the "eight major common actions" to promote practical cooperation between China and Arab states that I proposed during the first China-Arab States Summit have achieved important early results. The first is a more dynamic innovation-driven landscape. China will build 10 joint laboratories with Afghanistan in the fields of life and health, artificial intelligence, green and low-carbon, modern agriculture, and space information; strengthen cooperation in the field of artificial intelligence, jointly promote artificial intelligence to empower the real economy, and promote the formation of a broad-based A consensus-based global artificial intelligence governance system; jointly build the Space Debris Joint Observation Center and the Beidou Application Cooperation and Development Center, and strengthen cooperation in manned spaceflight and civil airliners.
The second is a more large-scale investment and financial structure. China is willing to set up an industrial and investment cooperation forum with Afghanistan, support financial institutions from both sides to strengthen cooperation, welcome Albanian banking institutions to join the RMB cross-border payment and clearing system, and deepen exchanges and cooperation in the field of central bank digital currency.
The third is a more three-dimensional energy cooperation pattern. China will further strengthen strategic cooperation with Afghanistan in the oil and gas field and jointly carry out new energy technology research and development and equipment production. Support Chinese energy companies and financial institutions in participating in renewable energy projects in Arab countries.
The fourth is a more balanced economic and trade pattern of mutual benefit. China will continue to actively promote the implementation of China-UAE development cooperation projects, accelerate negotiations on bilateral and regional free trade agreements, and promote the construction of an e-commerce cooperation dialogue mechanism. China welcomes Afghanistan to actively participate in the China International Import Expo and is willing to expand imports of non-energy products, especially agricultural and food products, from Afghanistan.
The fifth is a broader cultural exchange pattern. China is willing to work with Afghanistan to establish the "China-Arab Center for Global Civilization Initiative" and accelerate the construction of platforms such as think tank alliances, youth development forums, university alliances, and cultural and tourism cooperation research centers. China will invite 200 political party leaders from Afghanistan to visit China every year, and strive to achieve 10 million tourist exchanges in the next five years.
Xi Jinping pointed out that the Middle East is a fertile land for development, but war is still raging in this land. The war cannot continue indefinitely, justice cannot be permanently absent, and the "two-state solution" cannot be wavered arbitrarily. China firmly supports the establishment of an independent Palestinian state with full sovereignty based on the 1967 borders, with East Jerusalem as its capital, supports Palestine becoming a full member of the United Nations, and supports the convening of a larger, more authoritative and more effective international and meeting. China will continue to provide support and emergency humanitarian assistance to alleviate the humanitarian crisis and post-war reconstruction in Gaza.
