According to the conclusion of the network security review, the problems found and the clues to transfer, the State Internet Information Office has filed a case against HowNet for suspected illegal handling of personal information. After investigation, it was found that the main operating entities of CNKI are Tongfang CNKI Technology Co., Ltd., Tongfang CNKI Digital Publishing Technology Co., Ltd., and China Academic Journal Electronic Magazine Co., Ltd. Their 14 mobile CNKI and CNKI Reading apps violate the principle of necessity by collecting personal information, collecting personal information without consent, not publicly or explicitly collecting and using rules, not providing account cancellation functions, and not deleting user personal information in a timely manner after user account cancellation.
On September 1, the State Internet Information Office, in accordance with laws and regulations such as the Network Security Law, the Personal Information Protection Law, and the Administrative Punishment Law, comprehensively considered the nature, consequences, and duration of HowNet's illegal handling of personal information, especially factors such as network security review, made a decision on administrative punishment related to network security review according to law, ordered HowNet to stop illegal handling of personal information, and imposed a fine of 50 million yuan.
