Enhancing the Efficiency of Data Security Governance (New Knowledge and Awareness)

Building a digital China is an important engine for promoting Chinese path to modernization and a strong support for building a new competitive advantage of the country.To deepen the study and implementation of the spirit of the 20th National Congress of the Communist Party of China and accelerate the construction of a digital China, it is necessary to improve the efficiency of data security governance, take multiple measures to maintain data security, and safeguard the construction of a digital China.

Strengthen the construction of data security systems. The construction of data infrastructure system is related to the overall development and security of the country. We need to integrate data security governance throughout the entire process of building a data infrastructure system, and strengthen the construction of data security systems at multiple levels, including national, local, and industry levels. At the national level, China has initially established a data security system framework, including basic laws such as the Cybersecurity Law, the Data Security Law, and the Personal Information Protection Law, as well as relevant departmental regulations such as the Cybersecurity Review Measures and the Data Export Security Assessment Measures. The top-level design of the data security system is more sound and scientific, and will continuously improve to meet development requirements. At the local level, we will adhere to the combination of top-level design and grassroots exploration, with a focus on public data collection, sharing, and development applications. Local laws and regulations on data security will be introduced in accordance with the law, in order to more targeted meet the needs of local economic and social development. At the industry level, encourage industries with conditions to take the lead and introduce industry-specific data security self-discipline standards in important industries such as energy, transportation, finance, and telecommunications, and promote the refinement and improvement of systems.

Improve the level of data security technology. Digital technology not only provides convenience for production and daily life, but also brings new risks and security risks. The overall layout plan for the construction of Digital China lists "building a reliable and controllable digital security barrier" as an important content to strengthen the key capabilities of Digital China, and proposes to enhance data security guarantee capabilities. To enhance the efficiency of data security governance, it is necessary to continuously improve the level of data security technology. Accelerate the construction of an independent and controllable data security protection technology system, further increase support for research on basic theories, cutting-edge technologies, and key technologies of data security, focus on improving the comprehensive technical capabilities of software and hardware, including data security products and services, and strengthen data security guarantee capabilities through data security technology innovation. Actively developing the data security industry, further promoting the systematic and intensive development of the data security industry, and providing industrial support for building a solid data security technology barrier. Guide enterprises to collaborate and innovate, strengthen the research and development of technologies such as data security monitoring and network attack tracing, research technologies such as secure transmission and storage, privacy compliance detection, and data abuse analysis in big data scenarios, and support the cultivation of typical enterprises with data security technology reserves and the ability to provide high-level data security comprehensive solutions.

Cultivate talents in data security governance. Technology competition ultimately boils down to talent competition. Improving the efficiency of data security governance is difficult to achieve without an excellent talent team, a burst of creativity and vitality from talents. Therefore, it is necessary to vigorously cultivate a large number of data security governance talents who can adapt to the development of digital technology in the new era. To cultivate talents in data security governance, we need to accelerate the construction of disciplines related to data security governance, encourage universities to establish majors such as data science and data engineering, integrate knowledge modules such as data security awareness, basic knowledge of data security, data security technology, data security management, and scenario based data security governance, and focus on improving students' application ability of cutting-edge data security technologies. By closely integrating industry, academia, and research, we aim to build a practical platform for talent cultivation, further strengthen practical experience, and achieve collaborative education among the government, universities, and enterprises, nurturing an educational ecosystem for cultivating practical talents.
