Hunan reports on 11 leading cadres in Xiangxi Prefecture violating the spirit of the central eight point regulations

Recently, the Hunan Provincial Commission for Discipline Inspection and Supervision organized the Xiangxi Prefecture Commission for Discipline Inspection and Supervision to seriously investigate and punish 11 leading cadres in Xiangxi Prefecture who violated the spirit of the central eight point regulations during the concentrated rotation training period of studying and implementing the spirit of the 20th National Congress of the Communist Party of China.

After investigation, from May 14th to 19th, 2023, the Xiangxi Prefectural Party Committee held the eighth round of centralized training on learning and implementing the spirit of the 20th National Congress of the Communist Party of China at the Party School. At around 17:00 on the 18th, Deng Wanxue, a trainee who was then the director of the State Labor Security Supervision Bureau and a fourth level researcher, illegally organized Qu Min, the deputy director of the State Finance Bureau, Zhang Zhonghua, a member of the Party Working Committee and Deputy Director of the Management Committee of Xiangxi High tech Zone, Lu Mingyan, a member of the Party Group and Deputy County Mayor of Guzhang County Government, and Song Xiaobo, a member of the Party Group and Deputy County Mayor of Guzhang County Government and Secretary of the Party Committee of Pingba Town, among other trainees, to go out for a meal and drink. On the way, Zhang Zhonghua invited Yang Yongfang, Deputy Director of the Standing Committee of the State People's Congress who had not participated in the training, Liang Yuanping, Deputy Secretary General of the State Government and Deputy Director of the State Government Office, and his spouse Tian to attend together. The dinner lasted for more than 2 hours. Three bottles of Baijiu and some beer were drunk. The 1900 yuan meal fee was paid by a private enterprise owner. After the gathering, Zhang Zhonghua went out alone that night to have a late night snack and drink alcohol.

At around 17:00 on the 18th, Li Honglin, Secretary of the Party Working Committee of the Xiangxi National Agricultural Science and Technology Demonstration Park, Zhang Shengjun, Standing Committee Member and Director of the Huayuan County Party Committee Office, and Zhang Yuanjun, Secretary of the Party Working Committee of the Huayuan Industrial Development Zone, among other three trainees, were invited by Li Xiangji, former Deputy Director of the Provincial Bureau of Statistics and a second level researcher, to go out for a meal and drink. Li Xiangji paid 1400 yuan for drinking 1 bottle of Baijiu and 3 bottles of beer.

At around 22:00 on the 18th, the 13th inspection team of the Hunan Provincial Party Committee conducted a study style inspection at the Xiangxi Prefecture Party School and found that Qu Min, Zhang Zhonghua, and Zhang Yuanjun were illegally drinking alcohol. Deng Wanxue falsely claimed to be staying at home to avoid the inspection. During the further verification process by the Organization Department of the State Party Committee, Deng Wanxue, Qu Min, Zhang Zhonghua, and Zhang Yuanjun all failed to truthfully explain their illegal dining and drinking behavior.

Deng Wanxue and others, as leading cadres, disregarded the requirements of cadre education and training discipline, violated the spirit of the Central Eight point Regulations, violated discipline, violated food and drink, and had a bad impact during the concentrated rotation training of the spirit of the 20th National Congress of the Communist Party of China and the inspection of the Xiangxi Prefecture Committee by the Hunan Provincial Party Committee. They should be dealt with seriously. In August 2023, the Xiangxi Prefecture Committee decided to give Deng Wanxue a serious warning, demotion, and dismissal within the party, Qu Min a major demerit and dismissal within the government, Zhang Zhonghua a serious warning and dismissal within the party, Zhang Yuanjun a second level chief clerk before probation, Zhang Yuanjun a party warning and dismissal, a seventh level staff member of the Huayuan County Political Consultative Conference before probation, and Lu Mingyan, Song Xiaobo, Liang Yuanping, Li Honglin, Zhang Shengjun, and Li Xiangji six party members a warning. The Discipline Inspection Commission, Supervision Commission, Organization Department, and Party School of Xiangxi Prefecture have been instructed to conduct a written inspection of the trainees for lax management and supervision, and to provide corresponding measures to the relevant responsible persons. In September 2023, after research and approval by the Hunan Provincial Commission for Discipline Inspection and Supervision, Yang Yongfang was given a government warning.
