Since the second half of this year, a series of measures to promote the development and growth of the private economy have been intensively introduced. Recently, the Central Compilation Office officially approved the establishment of the Private Economy Development Bureau within the National Development and Reform Commission, as a specialized working organization to promote the development and growth of the private economy, promoting the early implementation and effective results of various major measures. How can a series of policy measures better promote the high-quality development of the private economy?
"The work of the private economy involves a wide range of areas and strong policy implications, requiring close collaboration and cooperation among various departments to form a collaborative force." Zhang Shixin, Deputy Secretary General of the National Development and Reform Commission, said that the establishment of the Private Economy Development Bureau is mainly aimed at better playing the role of overall coordination, comprehensive policy implementation, and promoting development.
Zhang Shixin introduced that the main responsibility of the Private Economy Development Bureau is to track, understand, analyze and judge the development status of the private economy, coordinate and organize the formulation of policies and measures to promote the development of the private economy, and formulate policies to promote the development of private investment. At the same time, establish a regular communication and exchange mechanism with private enterprises, coordinate and solve major issues related to the development of the private economy, and support the private economy in enhancing its international competitiveness.
On July 19th, the Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy were publicly released, proposing a series of policy measures to address the pain points and difficulties of private enterprises. Various regions and departments have closely implemented and successively introduced various supporting measures: the National Development and Reform Commission has clarified 17 specific measures in 4 aspects to promote high-quality development of private investment; Continue the value-added tax reduction and exemption policy for small-scale taxpayers; Sichuan has compiled a directory of private economic service items; Various forms of investment and financing docking activities are held in Guizhou, Hunan, Guangdong, Liaoning, Inner Mongolia and other regions
"The continuous policy measures introduced reflect the high importance that the Party Central Committee attaches to the private economy. In particular, the establishment of the Private Economy Development Bureau will further provide strong organizational support for promoting the development of the private economy." Ma Bin, Executive Vice President of the China Association of Small and Medium sized Enterprises, said that the development index of small and medium-sized enterprises in July was 89.3, rising for two consecutive months. With the effectiveness of a series of policies, confidence in enterprise development is accelerating.

Small and medium-sized enterprises are an important force in promoting innovation, employment, and improving people's livelihoods. Xu Xiaolan, Deputy Minister of Industry and Information Technology, introduced that the Ministry of Industry and Information Technology will carry out comprehensive inspections to reduce the burden on enterprises and promote the development of small and medium-sized enterprises nationwide, and cultivate around 100 characteristic industrial clusters for small and medium-sized enterprises. At the same time, a series of activities will be held to help small and medium-sized enterprises explore the international market, and a special action will be organized to clean up outstanding accounts of enterprises, alleviating the financial pressure on small and medium-sized enterprises.
"The State Administration for Market Regulation will further optimize various institutional measures to encourage, support, and guide the development of individual businesses and small and micro enterprises, play the role of various service platforms, and promote precise and direct policies that benefit enterprises." Liu Jun, Deputy Director of the State Administration for Market Regulation, said that multiple measures should be taken to enable individual businesses and small and micro enterprises to fully enjoy the dividends of various policies, continuously enhance development confidence, and let "small businesses" unleash "great energy".
Cong Liang, Deputy Director of the National Development and Reform Commission, stated that based on departmental responsibilities, relevant key work tasks will be clearly assigned to relevant departments and units one by one, with a clear timetable and roadmap as the basis for subsequent implementation. The relevant division of labor plan will be issued and implemented soon. At the same time, we will further strengthen communication between government and enterprises, continue to listen carefully to the real ideas of private entrepreneurs through various channels such as research and discussions, actively coordinate and solve specific demands put forward by enterprises, and study and improve relevant policies.
