It has also provided big data services for learning archives to 45 universities in the Yangtze River Delta region, provided credit transfer for more than 120,000 undergraduate and junior college students in the Yangtze River Delta region, promoted mutual recognition and exchange of lifelong learning results among regions, and achieved cross-regional talent training results.
It is reported that with the operational support of the Yangtze River Delta Credit Bank, the blockchain base station in Shanghai has provided fast and orderly cross-school course selection services for 39 universities in Shanghai; the Anhui Credit Bank has realized the cross-school selection of more than 9,000 course resources. Sharing; Jiangsu Open University has formulated the "Jiangsu Open University 2022 Credit Recognition and Transfer Standards" and the "Suzhou-Wuxi-Changzhou Metropolitan Area Vocational Education Learning Outcomes Recognition Standards" with reference to the Yangtze River Delta Credit Recognition and Transfer Standards; Zhejiang Provincial Credit Bank and "Zhejiang Higher Education Institutions" The "School Open Course Sharing Alliance" has collaborated to offer more than 4,000 MOOC courses to serve learners in cross-regional course selection.
Chen Haijian, the rotating director of the Open Education Credit Bank Management Center in the Yangtze River Delta region, said that in advancing the work of the Yangtze River Delta Credit Bank, the foundation lies in the joint establishment of academic education credit recognition standards. In the past five years, the education departments of three provinces and one city have formulated a standard system for the certification and conversion of learning results in eight majors, including computer information management and preschool education, to facilitate cross-regional recognition and conversion of learning results. Recently, all parties reviewed and approved relevant documents such as the "Yangtze River Delta Credit Bank Service System Management Measures" and the "Yangtze River Delta Credit Bank Learning Achievements Certification Measures" at the Shanghai Open University.
With standards, we also need a platform. Shanghai takes the lead in building an information platform for branch banks in the Yangtze River Delta, which mainly includes portal sites, data docking and public data construction. Among them, the portal site mainly provides comprehensive information query, personal data query, unified identity authentication and other services for individual users. At present, credit banks in Shanghai and Zhejiang have completed formal docking with local big data centers and entered the "one-stop service" platform. Credit banks in other provinces and cities are also gradually connecting to the local one-stop online platform to facilitate learners in the Yangtze River Delta region to inquire about their learning results.
Behind the data interoperability, various regions jointly deploy to complete the research and application of blockchain technology. In fact, the procedures for sharing learning archive data across regional credit banks are complicated, and bottlenecks such as difficulty in achieving data interconnection and interoperability have become increasingly prominent. To this end, the Yangtze River Delta Credit Bank and Fudan University jointly launched the "Blockchain Credit Bank Typical Application Scenario Consulting and Technical Services" project. Shanghai, Jiangsu, Zhejiang, and Anhui have all deployed blockchain systems, forming a pattern of distributed storage of credit bank data in various regions, with data traceable and non-tamperable, promoting the trusted circulation of data and the cross-domain flow of talents in the Yangtze River Delta.
The operation model of the Yangtze River Delta Credit Bank has conducted an important pilot exploration to establish and improve the national credit bank system and learning achievement certification system. It has produced demonstration and promotion effects in the construction of regional credit banks in many provinces and cities, such as the "Chengdu-Chongqing Shuangcheng Economic Circle Credit Bank, Yunnan Credit Bank, Liaoning Credit Bank, and Beijing Credit Bank" in terms of organizational structure and informatization. Platform construction, credit recognition standards, learning achievement conversion and other aspects refer to the Yangtze River Delta credit bank mechanism to varying degrees.
