In accordance with the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, and the Customs Law of the People's Republic of China, in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, with the approval of the State Council and the Central Military Commission, it was decided to The following items are subject to export control. The relevant matters are announced as follows:

1. items meeting the following characteristics shall not be exported without permission:

Aerospace structural parts and engine manufacturing related equipment, software, and technology.

1. Tools, molds, fixtures and other process equipment specially designed for superplastic forming/diffusion joining of titanium, aluminum and their alloys for the purpose of manufacturing any of the following items:

Components specially designed for aircraft structural parts or spacecraft structural parts;

Parts specially designed for aircraft engines or aerospace engines.

2. Software specially designed or improved for the research, development, production or use of the items listed in 1 above.

3. Technology and its carrier used for the research and development, production or use of the items listed in 1 above, including design drawings, process specifications, process parameters, processing procedures, simulation data, etc.

Superplastic forming refers to utilizing the ultra-high elongation and non-breakable superplasticity of superplastic metal materials under specific temperature and strain rate conditions, and forming the superplastic metal sheet as the blank to be formed in the mold cavity. Processing to obtain the forming process of parts of various required shapes.

Diffusion connection refers to a forming process in which two material surfaces in contact with each other approach each other under the action of temperature and pressure, causing local plastic deformation, mutual diffusion between atoms, and the formation of a diffusion layer at the interface contact, thereby achieving reliable connection.

Gas turbine engine/gas turbine manufacturing related equipment, software, and technology.

1. Oriented crystal or single crystal casting equipment for manufacturing high-temperature alloys required for gas turbine engines/gas turbine blades, guides and other turbine configuration components.

2. Precision casting intermediate products specially designed for manufacturing gas turbine engines/gas turbine blades, guides, casings and other turbine configuration components, as well as tools, molds, jigs and other process equipment specially designed for manufacturing the above intermediate products.

3. Tools, molds, fixtures and other process equipment specifically designed for solid-state connection of discs made of materials such as high-temperature alloys, titanium alloys or intermetallic compounds for gas turbine engines/gas turbines.

4. Software specially designed or improved for the research, development, production or use of the items listed in 1, 2 and 3 above.

5. Technology and its carrier used for the research and development, production or use of the items listed in 1, 2 and 3 above, including design drawings, process specifications, process parameters, processing procedures, simulation data, etc.

High-temperature alloys refer to nickel-based alloys, cobalt-based alloys or iron-based alloys containing refractory metals. They can withstand complex stress under oxidation and hot corrosion conditions of 600 degrees Celsius and above, and still have good overall performance and long-term reliability. 1. Molds specially designed for manufacturing spacesuit face windows.

Ultra-high molecular weight polyethylene fiber related items.

1. Ultra-high molecular weight polyethylene fiber with breaking strength ≥40cN/dtex, initial modulus ≥1600cN/dtex and untwisted.

2. The soft weftless fabric laminate made of ultra-high molecular weight polyethylene fiber can prevent 1.1g standard simulated fragmentation V50≥700m/s when the surface density is ≤5.3kg/m2.

2. export operators shall go through the export licensing formalities in accordance with the relevant provisions, submit an application to the Ministry of Commerce through the provincial competent department of commerce, fill in the application form for the export of dual-use items and technologies and submit the following documents:

The original of the export contract or agreement, or a copy or scanned copy consistent with the original;

Technical description or testing report of the intended export item;

Identification documents of the applicant's legal representative, main business manager, and agent.

The Ministry of Commerce of the 3. shall, from the date of receipt of the export application documents, or jointly with the relevant departments, conduct the examination, and make a decision on granting or disapproving the license within the statutory time limit.

The export of items listed in this announcement that have a significant impact on national security shall be submitted to the State Council for approval by the Ministry of Commerce in conjunction with relevant departments.

If the 4. approves the license after examination, the Ministry of Commerce shall issue a license for the export of dual-use items and technologies.

The procedures for the application and issuance of 5. export licenses, the handling of special circumstances, and the retention period of documents and materials shall be implemented in accordance with the relevant provisions of Order No. 29 of 2005 of the Ministry of Commerce and the General Administration of Customs.

6. export business operators shall issue export licenses to the customs, go through customs formalities in accordance with the provisions of the the People's Republic of China Customs Law, and accept customs supervision. Customs shall go through the formalities of inspection and release on the basis of the export license issued by the Ministry of Commerce.

If an 7. exporter exports without permission, exports beyond the scope of permission or has other illegal circumstances, the Ministry of Commerce or the Customs shall impose administrative penalties in accordance with the provisions of relevant laws and regulations. If a crime is constituted, criminal responsibility shall be investigated according to law.

8. The export of bulletproof helmets, bulletproof vests, bulletproof inserts, bulletproof plates and other protective equipment made of ultra-high molecular weight polyethylene fiber, as well as ultra-high molecular weight polyethylene fiber weft-free cloth target boards used to make protective equipment, shall be in accordance with The relevant provisions of the "Regulations of the People's Republic of China on the Administration of Military Exports" shall be implemented.

9. This announcement will be officially implemented from July 1, 2024.
