In recent years, a kind of washing workshop hidden in self-built houses or surrounding illegal structures has appeared in some suburbs of Shanghai , there are many problems such as environmental pollution by waste gas and waste water, fire safety hazards, etc. However, due to its strong concealment, it is difficult to detect and rectify in time, and because violations of laws and regulations are low-cost and profitable, they have been repeatedly banned.
On May 14, a mass petition report forwarded to Qingpu District by the Central Ecological and Environmental Protection Inspection Team No. 1 revealed that a washing and processing factory in Beixin Village, Huaxin Town was operating without a license. It did not produce during the day but produced at night. In calm weather, The peculiar smell of burning coal is obvious, and washing, printing and dyeing sewage is directly discharged without treatment.
Relevant departments and units of Huaxin Town rushed to the scene as soon as possible. After verification, the reports reported by the masses were partly true. The washing and processing factory complained of had been discovered by inspections in the early stage and stopped production in March this year. The operator moved out of the factory. Some equipment, but as of May 14, some equipment still remains in the illegal building.
After receiving the transfer from the Central Environmental Protection Inspectorate, Beixin Village, Huaxin Town immediately organized personnel to move away the remaining equipment, dismantle illegal structures in the processing area, and improve environmental sanitation.
On May 27, a reporter from Liberation Daily and Shangguan News saw at No. 147 Xinlian, Beixin Village, that the open space between the house and the wall had been revealed, and several outlets on the wall that were suspected of being used to discharge waste gas and wastewater were all blocked. .

Pu Jianfei, director of the Huaxin Town Safety Management and Emergency Linkage Center, said that this place was originally a washing workshop located in a private steel shed on the west side of a farmer's self-built house. It mainly undertook the cleaning business of hotel towels, bath towels, bed sheets, etc. During a daily inspection in January this year, the workshop was discovered. After repeated notifications and interviews, the operator has still not made substantial improvements. After joint law enforcement by multiple departments in Huaxin Town, the workshop finally stopped production on March 10.
The reporter learned that because it is located in the eastern part of Qingpu District, close to the central city, the transportation is relatively convenient, and the express delivery industry, spare parts processing industry and other industries are developed in the jurisdiction. For a long time, the rental rate of self-built houses by farmers in Huaxin Town has been relatively high. In Beixin Village, more than 300 households have built their own houses for rent. Most rental houses are used for living, but a small number of them are favored by illegal operators because the rent is low and hidden. The landlord only charges rent and does not care about the use.
This laundry workshop in Beixin Village is not an exception. Last year, Beixincun received relevant complaints and reports, prompting the closure and relocation of two washing workshops. A centralized investigation in January this year found that there are at least 14 similar washing workshops in Huaxin Town, concentrated in 6 areas, including 3 in Beixin Village and 4 in Baimatang Village. Some of these workshops are hidden in self-built houses, and some are directly located in illegal buildings.

Not only are there huge safety risks, law enforcement officers also discovered that individual workshops use coal to boil water, use low-quality detergents to clean textiles, discharge waste gas unorganized, and discharge high-concentration sewage into the domestic sewage pipe network without treatment.
Forced by multi-department joint interviews, law enforcement and other measures, as of April this year, all 14 washing workshops have stopped production and business activities.
Low barriers to entry, low costs for breaking laws and regulations, and profitability... These factors make laundry workshops more likely to "resurgence". How to avoid repeated treatment? Lu Weifeng, secretary of the Party branch of Beixin Village, said frankly that the village committee does not have the power to enforce the law. To strengthen the intensity and efficiency of daily inspections and rectification, it is necessary to unite environmental protection, safety supervision, health, urban management and other departments to carry out regular inspections and detect them as soon as possible. ban. Even so, it is still difficult to efficiently detect and control these hidden washing workshops.
"Learning from previous governance experience in illegal construction and group renting, we are studying and encouraging landlords to sign contracts with tenants and upload basic information to understand the rental purpose of self-built houses from the source, making daily supervision more efficient."
