Last week, Shanghai held a symposium to celebrate the 103rd anniversary of the founding of the Communist Party of China, once again emphasizing its mission as the birthplace of the party.

At the meeting, Shanghai Municipal Party Committee Secretary Chen Jining pointed out that we must bear in mind the earnest instructions of General Secretary Xi Jinping, carry forward the great spirit of party building, focus on the central task of Chinese-style modernization, bravely shoulder the mission with strict discipline, pragmatic style, and honest ethics, be good inheritors of the red gene, pioneers of reform and innovation, and close friends who benefit the people, build the birthplace of the party more beautiful, and add new glory to the party's cause.

At present, the whole party is carrying out party discipline study and education. Since April, the Shanghai Municipal Committee has held a mobilization meeting for party discipline study and education, a series of special study seminars and warning education meetings, etc., repeatedly emphasizing the special importance of discipline construction at the moment.

The Party Discipline Study and Education Warning Education Meeting held more than ten days ago pointed out that every Party member and cadre must strictly observe the red line of political discipline, the high-voltage line of organizational discipline, the bottom line of integrity discipline, the lifeline of mass discipline, the warning line of work discipline, and the defense line of life discipline. They must be aware of fear, be cautious, and abide by the bottom line, strengthen the study of discipline and rules, maintain caution, and keep a firm standard for being an official.

The study session of the Municipal Party Committee's Central Group on June 11 emphasized that all party members and cadres in the city must strengthen their party consciousness and organizational concepts, persist in loving the party in the party, speaking for the party in the party, worrying about the party in the party, and working for the party in the party, and bear in mind that their first identity is a Communist Party member and their first responsibility is to work for the party. They must always be of one mind with the party and always put organization first, cause first, and work first.

This symposium highlighted the importance of discipline building. "Strict discipline is the key to the success of a century-old party and a political advantage that must be cherished," said Chen Jining. "The party's century-long struggle history has forged iron discipline, which has always been throughout the exploration of building great projects, forged in the practice of carrying out great struggles, demonstrated in the achievements of promoting great undertakings, and accompanied by the struggle to realize the great dream."

He pointed out that in order to comprehensively strengthen the party's discipline, we must adhere to the party spirit, party style and party discipline, strengthen the concept of system, strengthen the party spirit to consolidate the foundation, promote good party style to eliminate corruption and promote good, and strictly enforce party rules and party discipline to resist corruption and prevent degeneration. Always put discipline first, work with good style, and cultivate a clean and upright political ecology. From the ideological point of view, we must rectify the source, consolidate the foundation, build a solid foundation of faith, replenish spiritual calcium, steer the ideological rudder, and establish a correct view of power, political achievements, and career.

For Party members and cadres at all levels, the Party's various disciplines are rigid requirements for how they conduct themselves, and are the red line and bottom line. At the same time, in addition to strictly observing the red line and bottom line, they should also demonstrate a positive and enterprising style, be determined to reform and innovate, and do things and start businesses - this is also the inherent requirement of "observing discipline". For Shanghai, this level of requirements is also of great significance.

Last week, the Political Bureau of the CPC Central Committee held a meeting and announced that the Third Plenary Session of the 20th CPC Central Committee will be held from July 15 to 18. This plenary session will focus on further deepening reform and promoting Chinese-style modernization. This is an important background for reviewing the history and discipline of the Party on the occasion of July 1.

At the end of last year, General Secretary Xi Jinping visited Shanghai and asked Shanghai to speed up the construction of a socialist modern international metropolis with global influence and give full play to its leading and exemplary role in promoting Chinese-style modernization. For Shanghai cadres at all levels, the new positioning, new judgments, new requirements and new tasks given by the General Secretary, the special historical responsibility of being in the birthplace of the Party, and the series of strategic tasks and challenges facing reform, opening up, innovation and development, all require them to take strong actions to be good "construction team leaders" and show a fighting attitude of "making a leap with all their strength".

The symposium clearly pointed out that strengthening the party's discipline construction must always focus on the party's central tasks and show new spirit and new actions on the new journey of China's modernization. This requires cadres at all levels to firmly grasp the political requirements of "putting four things first", always plan and promote various tasks from the perspective of implementing national strategies, safeguarding national interests, and ensuring national security, and keep the overall situation in mind, focus on the overall situation, and serve the overall situation.

At the same time, we must strengthen our global vision and strategic thinking, strengthen knowledge updating and professional capabilities, and intensify our determination to build roads through mountains and bridges across rivers. With a strong sense of urgency that "if you don't move forward against the current, you will move backward, and if you move forward slowly halfway up a slope, you will also move backward", we must be brave enough to benchmark against the best, break through ourselves, and surpass ourselves, so as to continuously gain advantages, seize the initiative, and win the future.

In other words, true "discipline" means not only keeping the "bottom line" and not crossing the "red line", but also striving to emancipate the mind, seek truth from facts, take responsibility, and make a "strive leap" to constantly pursue excellence and climb upward. When looking at the results of party discipline learning and education, we should not only look at "what not to do", but also look at "what to do" and "what to accomplish". This is a deeper test for party members and cadres at all levels and party organizations.

Chen Jining said at the symposium that Shanghai officials at all levels must always use power fairly, in accordance with the law, for the people, and with integrity, and take benefiting the people as their greatest pursuit, and use their heart, feelings, and strength to solve the urgent problems of the people. Always maintain a strong sense of professionalism and enterprising spirit, and work hard, tenaciously, and unremittingly for the cause of the Party. We must consciously practice the concept of a people's city, take the initiative to take responsibility, and do a good job of the people's most worrying, annoying, and distressing things, leaving the best resources for the people and serving the people with high-quality supply.

Establish new styles, promote positive energy, rectify work styles, strengthen immunity, cultivate a clean and upright political ecology, and guide Party members and cadres to constantly inspire the courage to innovate, the spirit of daring to be the first, and the vigor and vitality to move forward.

Previously, the city leaders had clearly emphasized on many occasions that it is necessary to create an environment full of positive energy, deepen the implementation of the "three distinctions", and guide the majority of party members and cadres to be clean and capable and work hard. Taking the study and education of party discipline as a new starting point, inheriting the red gene, continuing the red bloodline, doing business and making achievements with high spirits, and striving to create new achievements worthy of the birthplace of the party.

Now that half of the year has passed and new historic tasks are about to begin, how to create new achievements undoubtedly requires concerted efforts and resonance from top to bottom.

In the 1950s and 1960s, in order to resist the threat of imperialism and break the nuclear blackmail and monopoly of major powers, the Central Committee of the Communist Party of China made a major decision to develop "two bombs and one satellite" and focus on breaking through cutting-edge defense technologies. Considering that Shanghai has a good industrial technology foundation and collaborative supporting capabilities, as well as a relatively concentrated scientific research force, the Central Committee of the Communist Party of China has successively issued a batch of scientific research tasks related to "two bombs and one satellite" to Shanghai. In 1958, the Shanghai Municipal Party Committee conducted a comprehensive investigation and assessment of Shanghai's industrial and scientific and technological status by utilizing the national adjustment of Shanghai's industrial development scale. The investigation found that the foundation of Shanghai's heavy industry is very weak, and in adopting new technologies, mastering and developing certain important cutting-edge scientific and technological aspects, it is still far from meeting objective requirements. Based on this, the Municipal Party Committee proposes that industry should strive for excellence and precision
