The theme publicity event sponsored by the Municipal Patriotic Health Campaign Committee and the Municipal Health Commission released the latest Shanghai adult and adolescent tobacco prevalence survey core data and outdoor second-hand smoke survey results. The results show that the current smoking rate of adults aged 15 and above in this city is 19.2%, a decrease of 0.2 percentage points from 2022. The current smoking rates of men and women are 36.3% and 0.8%. Since the legislation of tobacco control, the adult smoking rate has dropped by 7.7 percentage points, showing a continuous downward trend for 13 consecutive years, reaching the "Healthy China 2030" goal ahead of schedule.
The survey results also showed that the proportion of cigarette smoking among middle school students in the city in 2023 was 1.4%, an increase of 0.4 percentage points compared with 2021, of which 4.6% were among vocational school students. The e-cigarette usage rate among middle school students in the city is 1.6%, a decrease of 0.1 percentage points compared with 2021, of which 3.4% are among vocational school students.
The current e-cigarette use rate among adults is 1.4%, an increase of 0.3 percentage points from 2022. The current e-cigarette use rate among men and women is 2.3% and 0.5%. The proportion of non-smokers exposed to second-hand smoke was 47.6%, an increase of 5.9 percentage points from 2022. This year is the 15th year of Shanghai's tobacco control legislation. Tobacco control supervision continues to strengthen, and the situation of smoking control in public places continues to improve. The incidence of illegal smoking in statutory no-smoking places has dropped from 37.5% before the tobacco control legislation in 2010 to 12.4%. Citizens are concerned about the complete ban on indoor smoking. The support rate is as high as 98.1%.
The reporter learned that in 2022, the smoking rate of adults aged 15 and above in my country will be 24.1%, and Shanghai is leading the country in tobacco control. A recent survey of 10,000 people on outdoor "smoking" conducted at the same time showed that nearly 60% of citizens often encounter "smoking" and more than 90% of citizens express disgust with "smoking". The top five places where citizens encounter "smoke" are: outdoor waiting areas; sidewalks and traffic light waiting areas; outdoor playgrounds; bus stations; and entrances and exits of shopping malls and commercial buildings.
It is worth noting that nearly 30% of citizens said that "smoking" is also common in front of schools. More than 60% of citizens believe that some specific and key outdoor crowd gathering places should also be included in the legal ban on smoking; the "smoking" behavior of smoking in outdoor crowded places and smoking while walking should be legislatively controlled; "combination of blocking and blocking" should be implemented Smoking points should be set up outdoors according to regulations, and smoking point signs and guidance signs should be marked; publicity and advocacy should be strengthened to gradually form smokers' conscious awareness and behavior of not smoking "smoking" outdoors.
