Vice Minister of Finance Wang Dongwei introduced that since the beginning of this year, China has focused on supporting the strengthening and optimization of the real economy, promoting income growth and consumption expansion, and promoting high-level technological self-reliance and self-improvement. On the basis of optimization and improvement, the expiration tax and fee preferential policies involving small and micro enterprises and individual businesses will be uniformly extended until the end of 2027; Improve the pre tax deduction ratio of research and development expenses for relevant industry enterprises, and implement this policy as an institutional arrangement for long-term implementation.

In response to the difficulties faced by small and micro enterprises in production and operation, the country has recently introduced a series of tax and fee preferential policies.
"For example, the reduction and exemption of value-added tax for small-scale taxpayers, income tax incentives for small and micro enterprises, and tax incentives for venture capital enterprises. At the same time, multiple policies have been optimized and improved, such as expanding the scope of individual industrial and commercial households who enjoy the halving of personal income tax, and uniformly reducing the" six taxes and two fees "for small and micro enterprises and individual industrial and commercial households, all of which are highly targeted." Recently, the special additional deduction standard for individual income tax for "one elderly and one young" has been raised, which has attracted widespread social attention. Luo Tianshu stated that the tax department has timely upgraded the tax management information system. Starting from September, for taxpayers who have already filled out the relevant three special additional deductions this year, I do not need to do any further operations. The new system will be directly adjusted to the new standard, allowing taxpayers to enjoy preferential policies.
"We will automatically identify, match, and push relevant policy content based on different industries, regions, enterprise types, personnel identities, etc., relying on tax big data. At the same time, we will closely follow the usage habits of taxpayers and payers, and establish a model mainly based on online channels such as electronic tax bureaus, tax payment interactive platforms, SMS, WeChat, and supplemented by offline guidance from tax grid personnel." Luo Tianshu said that the tax department will continue to improve the precise push work, so that taxpayers and payers can enjoy policies more effectively.
