How can the only public rental housing community in the city fill the gap in the business committee by forming a party building alliance with enterprises? How to guide young people to participate in community governance in a youthful community where young people account for 71% of the resident population? How to find new paths for community governance in the demolition and relocation communities where the second landlord is clustered? On June 26th, a large-scale competition of party building leading grassroots governance projects between communities was held in Jinhai Street, Fengxian District. 14 community secretaries and preparation team leaders gave TED speeches on the stories, measures, and experiences of Jinhai Street in promoting the "Beautiful Community Pioneer Action" throughout the region, sharing their respective community grassroots governance achievements, and creating a batch of new samples of "Jinhai Practice" community governance that can be summarized, replicated, and promoted.

Jinhai Street is located in the core area of Fengxian New City and is a rapidly emerging area in recent years. But with the acceleration of urbanization, the population living in communities is also constantly growing. Solving community governance issues, enhancing people's well-being, and promoting community beauty and harmony has become an important lesson in grassroots governance.

Last year, Fengxian District formulated the Action Plan for Leading Grassroots Governance through Party Building in "Xian City and Xian Governance". In October of the same year, 14 residential areas in Jinhai Street also fully launched the "Beautiful Community Pioneer Action" of Party building leading grassroots governance "Jinhai Practice", allowing various communities to form community governance brands with Jinhai highlights and community characteristics while striving to strengthen grassroots governance.

During this process, Jinhai Street fully played the leading role of party building. On the one hand, it utilized the Party and Mass Service Center in residential areas to endow the Party and Mass Service Station with multiple functions such as public sentiment points, discussion points, negotiation points, and service points, and established an "online and offline" issue discovery mechanism. On the other hand, we should pay attention to the grassroots practice of Party building leading the entire process of people's democracy. In terms of reducing burden and increasing capacity through digital transformation, installing elevators in old residential areas, and solving parking problems in residential areas, we should continuously summarize grassroots practical experience, analyze and summarize practices, broaden our horizons, gather ideas and benefits, and create a "model of good governance at the grassroots level".

Nanjiao Yipin is a residential community in Jinhai Street, completed in 2013. In recent years, there have been frequent occurrences of hollowing and peeling of exterior walls, which have repeatedly hit cars and air conditioners, posing safety hazards to residents. However, the cost of exterior wall maintenance is huge, and the community has already passed the 5-year warranty period, lacking policy basis to encourage developers to invest in maintenance.

In order to solve this problem, the party branch of Hengxian Community, where the community is located, leveraged the party building co construction platform to actively pair up with the party branch of Huachang Group, a developer, to jointly build and launch a mechanism for discussing difficult problems. At the same time, actively coordinate with relevant functional departments such as the street urban construction center, development center, and urban transportation center, and hold joint meetings to discuss specific issues such as repair plans, fund raising, and public opinion response. At present, the exterior wall maintenance project of the community has officially started and is expected to be completed by the end of July 2023. The overall repair project of the first grade exterior wall in the southern suburbs has also become the first successful case in Shanghai, with private enterprises as the main body and multiple parties participating in investment, to solve the major safety hazards of high falling exterior walls.

In the Longtan community with a population of 1971, young people account for 71% of the total residential population. How to enhance their community awareness and stimulate their enthusiasm for participating in community governance when facing a large group of young people?

Longtan Community has come up with many trendy solutions: by sharing public spaces, material resources, cultural landmarks, and abundant human resources, Longtan has created a "shared living circle" at its doorstep and launched a "sharing+" characteristic community governance project. With the joint efforts of the neighborhood committee, party building units, surrounding merchants, and residents, in the past two years, the community has held a series of community activities suitable for young people, such as the "Lemei Longtan Yiqi Camping Bar" theme activity, "Neighborhood Festival" activity, and large-scale hiking activities, bringing residents together. On this basis, the Longtan Community Party Branch will further gather these enthusiastic residents together, creating a group of resident autonomous teams such as the Longtan "Shuo Shi Hui", small and micro "Tan" Law, "Dedication for 1 hour", and "Party member Pioneer Racing Team", creating a strong atmosphere of good governance where "everyone participates and benefits".

Fengle Community is located in the industrial and urban integration area of Dongfang Meigu and Lingang Nanqiao Park. It is a public rental housing community with high personnel mobility, high education levels of residents, and a large number of enterprises in its jurisdiction. Due to property rights restrictions in public rental housing communities, they are unable to establish a business committee, and some public matters cannot be resolved through the traditional "three horse drawn carriage" approach.

In order to fill this gap, the Fengle Community Party Branch has established a "Leqi Alliance" platform through joint party building with local enterprises, attracting 16 backbone enterprises including Galan Group and Laishi Blood, forming a new "three carriage" composed of neighborhood committee, property management, and Leqi Alliance. With the efforts of the new "three carriages", 36 joint meetings were held before and after, solving many urgent and difficult issues in the lives of residents such as insufficient signal coverage and difficulty in charging new energy vehicles, and paving a new path for the governance of public rental housing communities.

There are still many cases like this in Jinhai Street. The relevant person in charge of the street said that the party organizations in all residential areas will continue to practice the important concept of the people's city, link the urgent practical needs of grass-roots communities, accurately meet the needs of the masses, focus on the difficulties of the community, accelerate the construction of the governance pattern of "all-round linkage", jointly explore new ideas and new methods for party building to introduce grass-roots governance under the new situation, and provide more golden sea and vivid practices for Chinese path to modernization grass-roots governance.
