About ten years ago, a river crossing road at my doorstep was cut off due to the demolition of a bridge, and it has not been restored until now, causing inconvenience to the residents' lives. Mr. Zhang, on behalf of the residents, called for the early construction of the bridge and its reconnection.

On August 3rd, the reporter arrived at the scene. Jiazhaoye Coral Bay Community is located on Haima Road, surrounded by other communities such as Jiaye Haiyue, Palm Beach Seaview City, Palm Beach Golf Villa Community, Golden Bay Flower Garden, and Tanhu New Village. Not far from the south is the coastline of Fengxian. Six communities together form the Haitang Community, with a total of over 3400 households. The east-west sea road at the entrance of the community is the dead end road mentioned in Mr. Zhang's message.

On the west side of the above-mentioned residential area, there is a north-south facing Jinhuigang River, and the sea road extends westward to the bank of Jinhuigang River, which abruptly comes to an end. A one meter high black garbage bag was piled up at the end of the road, and a sign was erected as a "temporary green garbage dumping site". Behind the garbage dumping site were five red and white stakes, followed by a lawn and a walkway built along the river. On the opposite bank of Jinhui Port River, at the other end of Haima Road, a row of red and white stakes and a large warning sign have been installed at the end of the asphalt road, reminding vehicles that there is no way ahead.

A resident of Jiazhaoye Coral Bay Community told reporters, "When Qianhai Road is connected, it is very convenient to go to the town to buy groceries. After crossing the bridge, you can go north to Renmin Tang Road, but now you have to walk from another bridge, which requires a long detour."
The vegetable market mentioned by this resident is located near the intersection of Fengpao Road and Renmin Tang Road, and is the only relatively large vegetable market in the vicinity of Haitang Community. Most residents go here to buy groceries on a daily basis. Not only the vegetable market, but also many supporting businesses such as restaurants, supermarkets, stationery and hardware stores, operator stores, community health service centers, and other daily needs of residents are located along the Fengpao Highway.
Simulating the needs of residents, the reporter sets off from the breakpoint on the west side of the residential area's Haima Road to prepare for the opposite Fengpao Road, and must cross the river by taking other bridges to the south or north. To take the Jinhuitang Bridge on the south side, you need to first follow the trail between the road break and the river channel all the way south to Jinhuitang Road. There is a distance sign on the trail, with "500 meters" next to the breakpoint and "0 meters" at the end of the trail in the direction of Jinhuigang Road. Climb up the stairs to the Jinhuitang Bridge, walk about 200 meters across the river, then turn north into Haiou Road, and walk another 500 meters to reach Fengpao Road, which is more than 1 kilometer long.
If you choose to go north, you need to walk north along Haijia North Road for about 800 meters, then turn west into Renmin Tang Road and cross the river, and then go south to reach the community health service center and other places. Renmin Tang Road is not wide, with only two lanes in both directions and no sidewalks. Pedestrians can only mix with motor vehicles. The reporter's experience found that Renmin Tang Road is a route for many large dump trucks and trucks. After walking for a while, five or six dump trucks were already roaring past, with a distance of only about one meter between people and vehicles, posing certain safety risks when passing. Therefore, taking a detour to the south is the main choice for residents to travel.

What happened when the reconstruction plan was put on hold for many years?
Mr. Zhang mentioned to the reporter that around 2015, he had reported the inconvenience of the dead end road through channels such as the 12345 Citizen Service Hotline. At that time, some departments replied that they would rebuild the bridge on Haima Road, but to this day, there has been no movement.
Ten years ago, why was the bridge across the Jinhuigang River on Haima Road demolished? During the journalist's visit, two statements were heard. A local resident who has lived nearby since childhood told reporters that the construction of the Haima Road Bridge dates back to the 1970s, and its demolition may have been due to its age, making it a dangerous bridge that cannot guarantee traffic safety. Some residents also told reporters that the main function of Haima Road was originally a water gate. Due to water conservancy reasons, the water gate is closer to the sea, so the Haima Road Bridge was demolished. At the same time, the Jinhui Port Bridge near the coastline on the south side, also known as the South Water Gate, was built, completely replacing the function of Haima Road Bridge as a water gate.

The reporter contacted Fengxian District regarding the issue of broken points on Haima Road. Recently, staff from relevant departments in Fengxian District responded to reporters that the demolition of the Haima Road bridge was indeed due to the fact that the bridge had become a dangerous bridge. He told reporters that shortly after the demolition, many residents expressed their demand for the reconstruction of the bridge. In February 2017, according to the residents' demands, the Fengxian District People's Government Office organized a special meeting and decided to combine the construction of the Nanzha Park in the Gulf Tourism Area to implement the reconstruction of the Haima Road Bridge, which will be included in the "Four Connections" project. At the end of 2017, the Fengxian District Government Office convened a special meeting again, requesting an analysis of the spacing, traffic conditions, and construction conditions of the Jinhui Port passage, demonstrating the construction plan and timeline, and proposing the optimization and improvement of the local accelerated public building layout.
The staff stated that at that time, it was clearly the responsibility of the Gulf Tourism Area Construction and Management Committee for the reconstruction of the Haima Road Bridge. Subsequently, the Gulf Tourism Area carried out a deepening plan for the reconstruction of Haima Road and Bridge in conjunction with the supporting plan of "Nanzha Park". Relevant units were invited to conduct on-site surveys and scheme comparisons on the Haima Road passage, and the basic plan for bridge construction was completed in May 2018.
Why hasn't reconstruction been delayed? The staff member stated that the current plan for the Haima Road Jinhui Port Bridge has been included in the district's transportation infrastructure reserve project, and will be promoted based on project maturity, overall funding, and construction land indicators.
