Three departments: "Second security check" before mail delivery to the venue of the Hangzhou Asian Games
Recently, the State Post Office, the Ministry of Public Security and the Ministry of National Security jointly issued the Notice on Strengthening the Safety Management of Items Sent and Delivered during the 19th Asian Games and the 4th Asian Para Games.
The Notice proposes that postal and express delivery enterprises should implement the main responsibility of safety management in accordance with the law, strictly abide by the regulations on the management of prohibited items, and strictly implement safety management systems such as real name receiving and sending, receiving and sending inspection, and passing machine security checks. For users who have signed security agreements, identity information sampling and review should be strengthened. From 0:00 on September 16th to 24:00 on October 28th, strengthen security checks on mail parcels sent to Hangzhou City, and from 0:00 on September 16th to 24:00 on October 8th, strengthen security checks on mail parcels sent to venues such as Xiangshan County in Ningbo City, Ouhai District, Lucheng District, Longwan District in Wenzhou City, Deqing County in Huzhou City, Yuecheng District and Keqiao District in Shaoxing City, Jindong District and Wucheng District in Jinhua City. Postal and express delivery companies in various regions should initiate enhanced security checks for mail parcels sent to the venue of the competition in advance based on the transit time of the mail parcels, and apply pass through security signs. As the host city of the Asian Games, relevant postal and express delivery companies in Zhejiang Province will conduct pre delivery "secondary security checks" and affix "secondary security check" labels on mail parcels arriving at the event venue, and cooperate with relevant departments to conduct pre delivery re security checks on mail parcels entering the security core area. Implement temporary control over the delivery of items, and strictly prohibit the receipt, mailing, and delivery of low speed and small aircraft such as drones and transit planes, as well as airborne balloons and other items within the aforementioned time and geographical scope.
For citizens, legal persons, and other organizations, the Notice requires that the general public should comply with the safety management regulations for mailing and delivering items during the Asian Games. When sending mail or parcels, they should present their valid identification documents, truthfully fill out service documents such as the mail details form and express waybill, and cooperate with postal and express enterprises to do a good job of receiving and sending inspection. They are not allowed to deliver prohibited items.
The notice emphasizes that relevant departments should strengthen the safety supervision of shipping channels during the Asian Games. Postal management, public security, and national security departments at all levels should closely cooperate, strictly investigate and punish behaviors that violate the safety management regulations of postal channels and the requirements of the Notice in accordance with the law, and strictly prevent illegal elements from using postal channels to carry out illegal and criminal activities that endanger national and public security.
