Entering Qunle Village in Caolu Town, the first house at the entrance of the village has an open reception window with the words "Qunle Village Property Service Center" written on the wall, as well as the service tenet of "meticulous management and sincere service". In recent years, Qunle Village has taken ecological environment improvement as the starting point and piloted the introduction of rural property companies, using an integrated management and service model of rural property to create a more livable home for villagers.
A good rural environment and convenient property services to a certain extent determine the quality of life of villagers. However, compared to residential areas, rural property management and services are often lacking. In Caolu Town, Qunle Village, as a pilot, first explores integrated management and services of rural properties.
Cai Haobin, the secretary of the village party branch, told reporters that compared with property management in residential areas, integrated rural property management has both similarities and many different characteristics. For example, rural areas have crisscrossing paths, numerous small paths, and agricultural cultivation can easily generate more agricultural waste. "To this end, we have introduced professional rural property management companies, combined with the actual situation in rural areas, to carry out integrated management and services, and focus on building a new countryside with a more beautiful environment and more effective governance."
According to Cai Haobin, Qunle Village has also pioneered the "four step work method" for integrated rural property management, which involves the village committee and relevant leaders of rural property companies jointly forming a leading group for integrated rural property management, and establishing an efficient communication mechanism; The members of the leadership group jointly study and develop plans and related supporting systems for rural property management, including at least two daily village inspections, monthly comprehensive evaluation systems, and problem handling and rectification mechanisms; Continuously promoting long-term comprehensive environmental management in rural areas; Strengthen village publicity and enhance the awareness of villagers to protect their home environment.
The rural property management company introduced by Qunle Village is called Shanghai Chengxi Property Management Center. The company's head, Xue Weidong, introduced that the company is dedicated to property services in rural areas and currently serves more than 10 villages. "We allocate manpower according to the team conditions of different villages and provide environmental cleaning, inspection, and maintenance services based on the actual situation of the villages."
In terms of cleaning work, rural property personnel have more job responsibilities than residential areas. "Our cleaning work aims to achieve the goals of 'cleaning the courtyard, cleaning the front and back of the house, cleaning the road, cleaning the farmland, and cleaning the river', which puts higher requirements on our cleaning personnel." Xue Weidong said, "Cleaning personnel usually work early in the morning, and after completing various tasks, they also need to conduct regular inspections. When large-scale cleaning is needed, the company will also send more personnel."
The "Property Service Center" specially built by Qunle Village serves as a window for property companies to receive and serve villagers. The service center not only posts various information and service responsibilities of the property company, but also specially prints a contact card for serving the people, which specifies more than 10 service contents such as convenient car repairs, agency household services, voluntary replacement of light bulbs and water pipes, and maintenance and repair of sewers, as well as the contact phone number of the property company's management personnel.
"Many villagers are accustomed to contacting the village committee when they have something to do, and the village committee staff will relay it to us when they receive a call. Of course, villagers can also directly contact us. We have staff stationed in the village, and we can basically reach the homes of villagers in need within 5 minutes." Xue Weidong said.
Cai Haobin told reporters that as of now, the integrated management and service operation of rural properties have achieved good results and have also received praise from many villagers. "There is an elderly person living alone in the village who needs medication every month. After learning about the situation, the property management company took the initiative to take on this task and help the elderly person dispense medication. This work attitude makes everyone feel very comfortable."
Last year, Qunle Village successfully established a municipal level demonstration village for beautiful countryside, and the integrated management and service of rural properties also played a role. The village committee staff plays the role of "old lady's uncle", while the property management staff, as "law enforcement officers", fully cooperate to promote the construction of "beautiful courtyards". At present, Qunle Village has formed an ecological environment with a well connected road network, open fields and forests, and unobstructed water channels, presenting a beautiful new rural landscape of harmonious integration of roads, water, fields, forests, and houses.
Nowadays, Qunle Village has become the first pilot village in the region to participate in the evaluation of star rated demonstration villages for long-term road management and maintenance at the municipal level. Cai Haobin said that Qunle Village will seize the opportunity, make every effort to prepare for various evaluations in accordance with the evaluation standards and requirements.
