Kegong: Russia's conditions remain unchanged, but it is related to the return to the Black Sea grain export agreement
According to Reuters, the Kremlin announced on September 9th that Russia will adhere to its proposed conditions for returning to the Black Sea for food exports.
According to reports, Kremlin spokesperson Peskov said that the Russian side is requesting that the Agricultural Bank of Russia reconnect with the Global Interbank Financial Communications Association, rather than following the plan proposed by the United Nations to allow branches of the Agricultural Bank of Russia to connect to this international payment system.
Peskov said, "All of our conditions are well-known. They don't need to be interpreted, they are very specific and completely achievable."
Peskov stated that Russia's position is responsible, clear, and consistent, and Russian President Putin has repeatedly reiterated this position.
Previously, according to Deutsche Presse-Agentur, UN Secretary General Guterres was communicating with Russia, trying to make concessions to resume the agreement on the export of grain from the Black Sea.
Deutsche Presse-Agentur said that Guterres suggested to Russian Foreign Minister Lavrov that Moscow could conduct some settlement by establishing a new branch in the Agricultural Bank of Russia to re access SWIFT.
In addition, the United Nations has proposed three suggestions to facilitate Russia's export of agricultural products and fertilizers, including shipping insurance, unfreezing frozen assets of Russian fertilizer companies in Europe, and allowing Russian ships to enter European ports.
According to Russian media reports, the implementation of the agreement on the export of grain from the Black Sea has been suspended since July 18, and Russia has notified Türkiye, Ukraine and the United Nations to oppose the extension of the agreement. Putin previously pointed out that despite the efforts of the United Nations, the part of the agreement regarding Russia has not been fulfilled because Western countries do not intend to fulfill their commitments.
