According to the news on September 9 on the official WeChat official account of the National Development and Reform Commission, from September 1 to 8, the Department of Environment and Resources of the National Development and Reform Commission interviewed the heads of the Development and Reform Commission of Hubei Province, Shaanxi Province, Gansu Province and Qinghai Province respectively on the lagging progress in the completion of the energy conservation goals of the "14th Five Year Plan".
The decrease in energy consumption intensity is a binding indicator of the Outline of the 14th Five Year Plan, and the established target tasks must be completed. In the first two years of the 14th Five Year Plan, energy consumption in Hubei, Shaanxi, Gansu, Qinghai and other regions increased rapidly, while energy efficiency improvement was slow. After deducting the consumption of raw materials and renewable energy, the decrease in energy intensity still lagged behind the progress requirements of the 14th Five Year Plan, and some regions even rose instead of decreasing. The regional energy conservation review is lax, and the management of high energy consumption, high emissions, and low-level projects is weak, making the energy conservation situation very severe.
The interview emphasized that the relevant regional development and reform commissions should fully implement the spirit of the 20th National Congress of the Communist Party of China, fully, accurately, and comprehensively implement the new development concept, closely focus on the energy-saving goals and tasks of the 14th Five Year Plan, strengthen the rigid constraints of reducing energy consumption intensity, and accelerate the reversal of the passive situation of energy-saving work. We need to comprehensively assess energy consumption, input-output, and cost-effectiveness by region, industry, and enterprise, and identify the key issues that constrain energy-saving work. We need to strengthen energy conservation review and supervision, and resolutely curb the blind implementation of "two highs and one low" projects. We need to make great efforts to promote energy-saving technologies, benchmark energy efficiency and benchmark levels, and increase efforts to upgrade low-level projects. We must vigorously promote energy conservation work throughout society and truly form a green and low-carbon production and lifestyle. We need to improve the refinement level of energy conservation management, strengthen the guarantee of high-quality development and energy use, and resolutely eliminate the practice of "power rationing" under the pretext of energy conservation and "dual carbon".
