Gansu announces investigation report on the "6.16" major explosion accident in Lanzhou New Area: General Manager and 8 others are being held criminally responsible
According to the WeChat official account of the Emergency Management Department on September 7, Gansu Provincial Emergency Management Department recently released the "6 · 16" Major Explosion Accident Investigation Report of Gansu Binnong Technology Co., Ltd. in Qinchuan Park, Lanzhou New Area.
On June 16, 2022, an explosion occurred in the solid waste treatment workshop of Gansu Binnong Technology Company in Qinchuan Park, Lanzhou New Area, Gansu Province, resulting in 6 deaths and 8 injuries, with a direct economic loss of 41.9045 million yuan.
After investigation, the direct cause of the accident was that the on duty personnel repaired the discharge valve while the dryer was not stopped and continuously heated, resulting in an extension of about 4 hours of heating time for the mother liquor solid waste in the dryer. The drying machine continues to heat up, making it difficult to dissipate and accumulate internal heat, resulting in the reaction and heat release of sodium chlorate in the mother liquor solid waste with organic matter, and further causing the decomposition and heat release of organic matter. The temperature and pressure inside the drying machine rise sharply, causing an explosion and explosion of other waste materials stored in the workshop site.
At the same time, in order to reduce the total phosphorus and other contents in the wastewater discharged from outside the enterprise and meet the discharge standards required by the park's sewage treatment plant, Gansu Binnong Technology Company also added excessive sodium chlorate at will, which also laid hidden dangers for accidents.
The accident investigation report shows that 8 people, including the General Manager, Director of Environmental Protection and Management Department, and Deputy Director of Production Safety Department of Gansu Binnong Technology Company, are suspected of criminal offenses due to their direct responsibility for the accident and are recommended to be transferred to judicial authorities for handling.
