One person plays multiple roles and posts multiple fake videos
At around 11 o'clock on August 3rd, this video of a female food delivery man returning home and discovering her car was stolen was posted on a self media account, lasting only about 10 seconds, without any relevant elements such as "time, location, person, cause, process, and result". According to the publisher's IP address on the short video platform, the police in Huaihua, Hunan have conducted an investigation into the authenticity of this video.
The investigating police stated that they had retrieved a large number of alarm records and did not find any police reports of the theft of the delivery man's electric vehicle, so they were unable to verify the filming location and authenticity at the time.
At the same time, they analyzed the video content posted on the account and found that before April, most of the videos were about agriculture, rural areas, and family plots. However, some of the videos released after April appeared somewhat unconventional, such as "A female food delivery man came back and found her car stolen", "Two motorcycle drivers competing for customer sources", and "Mom made the girl kneel down in the heavy rain". The woman in the video also switches back and forth between multiple identities, and coincidentally, every moment is captured clearly.
The investigating police officer said, "Through on-site visits and accessing public videos, we found that there was no perspective from the video at the scene, so we are more certain that it should have been filmed."

On August 4th, the police lawfully summoned the woman Zhou. After investigation and verification, it has been confirmed that since April this year, Zhou, her husband Yang, and self media worker Li have maliciously spread rumors and confused the public by posting multiple self directed and self performed false videos on multiple video platforms to attract traffic and earn economic benefits.
How is a rumor video made?
Zhou claimed that in her early days, she mostly filmed videos related to agriculture, rural areas, and family plots. These videos required content design, and some even required people to participate, resulting in long operation cycles. Short videos that hype up disputes are simple and fast to operate, with almost every video being quickly filmed within a few minutes. After editing the text, it can be published on the platform the next day, with high traffic and fast monetization.
So, how were these fake videos fabricated and filmed?
Zhou and her husband Yang explained to the police that on the evening of July 31st, after changing into clothes for online delivery drivers, Zhou began filming this short video of a female delivery driver crying on the road after her electric bike was stolen at the entrance of the community. From preparation to filming, it took less than 7 minutes.

The video in the public place showed that after shooting it once, the two of them felt that the effect was not good, so they adjusted their position and took a second shot. On the fourth day after filming, around 11 o'clock on August 3rd, this video with text was released on multiple platforms. The next day, its browsing volume exceeded 60 million times, and its likes and favorites exceeded 100000 times.
Fictional plot without labeling violates self media management regulations
In July of this year, the Central Cyberspace Administration issued a notice on strengthening the management of "self media", which clearly stated that when "self media" publishes content containing fictional plots and plot interpretations, website platforms should require them to prominently label them with fictional or deductive labels. However, the multiple videos posted on Zhou's account were not marked as required and were even banned due to this. Even after the ban was lifted, he still knowingly violated the rules.
The investigating police officer said, "She knew these videos were fake and even knew that they would attract the attention, browsing, comments, and sharing of netizens. However, she did not respond positively and allowed these videos to ferment, escalating the situation."

Zhou, Yang, and Li have been administratively detained by the public security organs in accordance with the law for allegedly fabricating and publishing false information to disrupt public order, violating the relevant provisions of the Public Security Administration Punishment Law of the People's Republic of China and the Cybersecurity Law of the People's Republic of China.
