Are the youth mode and anti-addiction system not attractive enough? High school students asked legal experts: Can it be optimized?
"Some students around me are addicted to playing games and watching videos, and even the anti-addiction system and youth mode are difficult to achieve the restraint effect." A few days ago, the "Collaborative Governance, Guarding Growth" Internet Protection for Minors was held at the Xuhui Binjiang West Bank Wisdom Tower. At the seminar, Shao Jinhan, a first-year high school student from Shanghai Nanyang Model Middle School, faced experts and scholars from the Shanghai Municipal People’s Procuratorate, Municipal Law Society, Municipal Party Committee Cyberspace Affairs Office, and Academy of Social Sciences, and spoke out about the challenges faced by minors on the Internet. Real feelings about safety issues.
Jiang Ping, Party Secretary and President of the Shanghai Law Society, said at the meeting that as of June 2023, the number of Internet users in our country has reached 1.079 billion, and the number of minor Internet users has exceeded 191 million, with a penetration rate of more than 97%, and among minors Almost everyone is online. "For the majority of minors, while enjoying the diversity, freedom, openness and convenience of the Internet, they are also faced with risks such as online fraud, online violence, privacy leaks, and online addiction."
Shao Jinhan expressed his true feelings from the perspective of a minor. "Through the Internet, we can quickly master knowledge, broaden our horizons, and keep up with current events. The Internet has indeed opened up a unique perspective for us to observe the world, but at the same time, it hides traps and temptations, which can easily make us fall into it and make it difficult to guard against it." In Xiao Shao. It seems that to improve their Internet literacy, minors need to face and solve four major categories of problems: Internet addiction, cyber violence and cyber bullying, bad information, and privacy and property security.
"I have a classmate who is chasing stars online and has received harassing text messages. Some netizens have also personally attacked her, which has affected her normal study and life." Xiao Shao said that minors' intellectual development is not yet complete and they cannot think about problems. Comprehensive, inappropriate remarks made on impulse can easily be exploited by bad media and marketing accounts, thereby causing trouble. If they encounter cyber violence and other violations, it is difficult for minors to protect themselves.
Based on his own real feelings and those of his classmates, Shao Jinhan put forward three suggestions and ideas. "Online security issues for middle school students first require the supervision of guardians. When children are not yet old enough to solve online security problems on their own, timely supervision by parents is the most effective measure."
Secondly, schools, as the main body, systematically guide minors to improve their Internet literacy. "The school's information class popularizes a wide range of knowledge, and the equipment in the multimedia classroom is also fully equipped. In fact, there are many platforms for developing interest in network information." Xiao Shao and his classmates also noticed that Chinese, history , politics and other courses guide students to look at problems comprehensively and dialectically. "The teacher encourages us to try to look at the problem from multiple aspects and analyze the value orientation behind it when communicating about hot topics on the Internet, rather than simply sharing 'gossip'."
Facing the heads and scholars from regulatory authorities and industry associations in the audience, Shao Jinhan also made a call on behalf of his peers - to improve and optimize the "anti-addiction system for minors" and the construction of "youth models" on major platforms.
“Nowadays, many websites and apps have developed youth modes. The original intention is good, but it is often incompatible with the habits of teenagers using the Internet. It cannot really solve the problems teenagers encounter in using the Internet. The recommended content is also relatively simple and even boring. , it is difficult to attract us to use it in depth." Xiao Shao said that the combination of these factors has led to many people of the same age not giving priority to using the "anti-addiction" or "teenage" mode. If things go on like this, these functions may gradually become mere decorations and lose the goal of improving the Internet usage environment of minors and improving their Internet literacy.
Yao Jianlong, deputy secretary of the Party Committee of the Shanghai Academy of Social Sciences and director of the Institute of Law, said that starting from January 1 this year, the "Regulations on the Internet Protection of Minors" have been officially implemented, with a total of 7 chapters and 60 articles, focusing on improving the online protection system for minors. mechanism, promote minors’ Internet literacy, strengthen the construction of online information content, protect minors’ personal information, and prevent minors from being addicted to the Internet. In March this year, the Xuhui District Procuratorate, the District Education Bureau and the District Cyberspace Administration of China specially organized a "Youth Forum" activity. Middle school students formed their own teams to conduct online and offline investigations and research focusing on minors' Internet issues. They also collaborated with industry experts , scholars have in-depth exchanges and discuss governance.
The reporter learned at the meeting that in recent years, in the face of the new Internet situation, the Juvenile Law Research Association of the Shanghai Law Society has promoted the grading intervention system and the "right to discuss first" reform plan in many places. From May to September last year, the Cyberspace Affairs Office of the Shanghai Municipal Committee, the Municipal Procuratorate, the Municipal Civilization Office and other units jointly launched a series of themed activities on the Internet protection of minors in Shanghai called "The Clear Guard is Here for You". More than 1,841,700 pieces of illegal and inappropriate information were collected, and more than 217,000 illegal and illegal accounts were disposed of, further promoting the formation of "strong governance" in Shanghai's online protection of minors.
