According to the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed in the General Administration of Customs and the Discipline Inspection and Supervision Commission of Liaoning Province: Recently, the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed in the General Administration of Customs and the Dalian Municipal Supervisory Commission of Liaoning Province conducted a disciplinary review and supervisory investigation into the serious violations of discipline and law by Zhou Bin, former Secretary of the Party Committee and Director of Gongbei Customs.
Upon investigation, it was found that Zhou Bin had lost his ideals and beliefs, betrayed his original aspiration and mission, failed to perform his main responsibility of comprehensively and strictly governing the Party, colluded with others to give false testimony, resisted organizational review, and engaged in superstitious activities; he ignored the spirit of the Central Committee's eight regulations, accepted gifts and cash gifts in violation of regulations, and accepted banquets, fitness and entertainment activities that may affect the impartial performance of official duties; he concealed personal matters, did not truthfully explain the problems when the organization inquired, and illegally sought benefits for others in the selection and appointment of cadres; he illegally gave property to public officials; he illegally interfered in market economic activities; he used the convenience of his position and the convenience formed by his power or status to seek benefits for others in promotion, job adjustment, case handling, customs supervision, etc. through the official behavior of other state officials, and illegally accepted property; after retirement, he used the convenience formed by his original power or status to seek benefits for others in handling land supply procedures and contracting engineering projects, and illegally accepted property; he also illegally interfered in the handling of anti-smuggling cases.
After research by the Party Committee of the General Administration of Customs, it was decided to expel Zhou Bin from the Party; cancel his benefits according to regulations; and confiscate his illegal gains. The Dalian Municipal Supervision Committee of Liaoning Province transferred his suspected criminal case to the procuratorial organ for examination and prosecution in accordance with the law, and the property involved was also transferred.
According to his public resume, Zhou Bin, male, was born in May 1958, is of Manchu ethnicity, a native of Benxi, Liaoning Province, a member of the Communist Party of China, and a graduate with a master's degree.
Zhou Bin has worked in the customs system for a long time. In April 1998, Zhou Bin served as the director of the Shenzhen Customs Office. In June 2001, he served as the director of the Shenzhen Customs Investigation Bureau. In November 2003, he served as the deputy director of the Investigation Bureau of the General Administration of Customs. In August 2005, he served as the deputy director of the Inspection Department of the General Administration of Customs.
In 2008, Zhou Bin became the "top leader" of local customs, serving as director and party secretary of Taiyuan Customs; in July 2011, Zhou Bin was appointed director and party secretary of Shenyang Customs; in July 2013, Zhou Bin was appointed director and party secretary of Dalian Customs.
In July 2017, Zhou Bin assumed the post of Director and Party Secretary of Gongbei Customs. In the summer of 2018, Zhou Bin, 60, stepped down from the post of Director and Party Secretary of Gongbei Customs.
Shangguanhui noted that before Zhou Bin, many people in Gongbei Customs had been arrested. On June 21, 2021, Li Lanxue, former Party Secretary and Director of Haikou Customs, was investigated. On July 22 of that year, Xiong Zhenguo, member of the Party Committee and Deputy Director of Gongbei Customs, was investigated.
According to the website of Gongbei Customs, Gongbei Customs was originally the "Gongbei Customs" which was built on April 2, 1887 and was renamed Gongbei Customs shortly after the founding of New China.
In June 1984, Gongbei Customs was approved by the State Council to become a bureau-level customs. The customs area covers two prefecture-level cities, Zhuhai and Zhongshan. The customs area is adjacent to Hong Kong and Macao, and is the only customs directly under the General Administration of Customs that connects the two special administrative regions of Hong Kong and Macao by land bridge.
