On the noon of July 12th and July 15th, a journalist from Liberation Daily and Shangguan News went to Qilian Mountain Road in Baoshan District twice, walking back and forth on the section from Jinqiu Road to Tangqi Road. In the past two years, this has been the daily travel routine of residents in the Binjiang Park No.1 community at the intersection of Qilian Mountain Road and Tangqi Road in the summer. They went out to take the bus to Jinqiu Road Station on Line 15, and happened to need to walk along Qilian Mountain Road from Tangqi intersection to Jinqiu intersection. As a result, over the past two years, residents have been calling for the planting of roadside trees on this section of Qilian Mountain Road through the 12345 Citizen Service Hotline, providing shade for daily travel of residents in several communities along the route.
Strangely enough, Qilian Mountain Road is a north-south transportation artery that connects Baoshan and Putuo. On this road, passing through Tangqi Road to the north and Jinqiu Road to the south, there are no shortage of trees. Why is this kilometer alone without trees?

Must be fully armed before going out
After exiting from Jinqiu Road Station on Line 15, the reporter followed the sidewalk of Qilian Mountain Road all the way north and walked to Tangqi intersection one kilometer away. This section of Qilian Mountain Road is very wide, with three or four lanes in one direction. Li Fei, a resident of Binjiang Community, told reporters that more than two years ago, Qilian Mountain Road was widened and the construction of Line 15 was merged. On the map, it can be seen that there is a long section of Line 15 below Qilian Mountain Road. After widening, the traffic conditions have greatly improved, but new problems have emerged.
There are 5 isolation belts set up on the road, including the middle motor vehicle lane isolation belt, the non motorized isolation belt on both sides, and the non motorized isolation belt on both sides. Within these isolation zones, there are low and dwarf trees planted, and the tree species should be the common holly tree in the Shanghai road isolation zone. But that's all for the greenery on the roads: In Shanghai, street trees are usually planted at intervals of about 5 meters in non human isolation zones. Once the trees grow and form, the canopy can provide shade for both non motorized lanes and sidewalks on both sides. But on this section of Qilian Mountain Road, there are only holly trees in the non human isolation zone, and in some areas, holly trees are still sparsely planted. Dogtail grass grows in the gaps between holly trees, appearing to lack daily maintenance.
On July 15th, the weather forecast showed a maximum temperature of 35 degrees Celsius. At around noon, the sidewalk on this section of Qilian Mountain Road was unobstructed and the scorching sun was shining. The thermometer brought by the reporter showed that the temperature at the scene had reached nearly 40 degrees Celsius. The cement block road surface is constantly filled with scorching heat, and the scalp feels even hotter when touched. Even if the eyes are narrowed into cracks, it is difficult to resist the scorching sun. After walking back and forth for nearly half an hour, the journalist's clothes were soaked through, and salt spray could be seen at the edges of the sweat stains.
On this section of Qilian Mountain Road, only low holly trees are planted in the isolation zone between non motorized vehicles and sidewalks, without any roadside trees. There is no place to shade on the sidewalks at a glance.
At the entrance of Binjiang Community, the reporter met several residents who were going out under the scorching sun. "Of course it's hot," the residents were very excited when they heard the reporter ask about the roadside trees. "When going out, one can only be 'fully armed'," said a resident who wrapped himself in a sunscreen suit, leaving only his eyes and holding an umbrella. A resident said that he takes a colleague's car to work every day, and sometimes before the car arrives, he has to stand on the roadside and wait for about 10 minutes. "There's no place on the whole road to hide from the sun, even in the morning, it's unbearable!"
Apart from the absence of roadside trees, the roadside green belts on both sides of this section of Qilian Mountain Road have also been missing for a long time. Li Fei said that since the widening was completed more than two years ago, the green belts on both sides of the road have always been in a barren state. After repeated complaints from residents, only a small section next to the southernmost subway station was replanted, but the rest of the road is still overgrown with weeds. In June of this year, relevant departments surrounded the green belt with blue construction fences. However, weeds that grow taller than humans have already crossed the fence and exposed their heads. The chaotic scene couldn't be concealed, and Li Fei pointed to the fence and exclaimed, "Where does this look like the roads in Shanghai?"

Why aren't trees planted on this one kilometer long Qilian Mountain Road? Over the past two years, residents who have complained have heard several explanations from different departments. "I have given various explanations such as' planning not done '. In May this year, residents heard another saying that' there is a subway below, so trees cannot be planted '. However, the section where Qilian Mountain Road overlaps with Line 15 is so long, how can other sections be planted?" Li Fei said that this explanation is untenable.
On Qihua Road, a "highway management and maintenance bulletin board" shows that the district level roads in Baoshan District are constructed by the Baoshan District Transportation Construction Management Center and then handed over to a third party for management and maintenance after completion. This section of Qilian Mountain Road is also a district level road. The reporter learned from the local government of Dachang Town that the planting of roadside trees within the construction red line of Qilian Mountain Road is already one of the construction contents, and it should be constructed by the construction party of the road widening project at that time, namely the Baoshan Transportation and Construction Center.
On Qihua Road, a "Highway Management and Maintenance Publicity Board" shows that the district level roads in Baoshan District are constructed by the Baoshan District Transportation Construction Management Center.
The reporter turned to inquire about the Baoshan District Transportation and Construction Center. "The residents reported that there was a section without a roadside tree, which I initially thought was strange," said a staff member of the Transportation and Construction Center. She specifically brought in the original construction drawings for this, only to find that there were no roadside trees designed on the drawings. "After understanding, the total greening cost of this section of the road was very low at that time, and the overall funds were insufficient. The design party did not design roadside trees, only arranged simple green plants such as dwarf holly," the staff explained.
So, why is the green belt on both sides of Qilian Mountain Road missing? In June of this year, a response from the Baoshan District government to residents' complaints showed that the green belts on both sides should also be restored synchronously by the district transportation and construction center in the construction project of Line 15. "However, due to various reasons, the restoration work has been put on hold." The Dachang Town government revealed that one of the "multiple reasons" is that a large amount of construction waste was piled up in the soil of the green belts on both sides of Qilian Mountain Road during the construction of Metro Line 15. "If the construction waste has not been cleared, how can greening be planted?"
The Baoshan District Transportation and Construction Center stated that this section of Qilian Mountain Road has not been successfully completed so far, and the above factors are also one of the reasons.
Since replanting, why not plant trees together?
However, the constant complaints from residents have played a role. At the end of June, residents saw construction fences erected along the roadside green belts on both sides, and took the initiative to call "12345" to inquire whether they planned to replant greenery. The Baoshan District Greening and Urban Appearance Bureau subsequently responded, stating that "in response to the lack of greenery in the Qilian Mountains, the district greening and urban appearance bureau will carry out greening renovation and upgrading, and the project has now entered the site.". However, the reporter further inquired with the Baoshan District Greening Construction and Management Center, who informed them that the renovation and improvement of greening is limited to the green belts on both sides of the road, which are currently within the enclosed area and do not include replanting roadside trees in non pedestrian isolation zones. Moreover, the replanting plan for the green belts on both sides has been determined. Apart from grasslands, there are only some low plants such as cherry blossoms in the green belts, and no large trees that can provide shade will be planted.
Since we are planting greenery, why not plant the roadside trees together? The Baoshan District Green Appearance Bureau explained that the green belts on both sides of Qilian Mountain Road were only coordinated by the Baoshan District government in April and May this year and handed over to the greening department for construction. The reporter learned from the Baoshan District Urban Games Center that due to the concentration of complaints, the center organized a coordination meeting with relevant departments in April this year. At the end of April, the Dachang Town Government sent an explanatory letter to the Baoshan District Greening and Urban Appearance Bureau to support this statement. The letter clearly stated that after multiple communications and coordination, it was determined that the Greening Construction and Management Center would be responsible for replanting the 1.37 hectare area on both sides of the green belt, excluding the part of roadside trees.
Why did the coordination meeting not involve roadside trees? The reporter inquired from multiple sources but was unable to obtain a clear explanation. One possibility is that multiple departments believe that the greenery in the middle of the road median has been constructed according to the drawings, while the lack of greenery on both sides is more severe. But little did they know that in the eyes of residents, roadside trees are both aesthetically pleasing and functional, and they are also related to the overall improvement of the region's appearance. The impact of their absence is even greater.
At noon, under the scorching sun, there were few pedestrians on this section of Qilian Mountain Road, and only a few cyclists were fully armed and protected from the sun.
There are many shady avenues in Shencheng, but there are also many sections with missing trees. Since the beginning of summer, the lack of roadside trees on some roads has been one of the hot complaints received by "12345". The reporter sorted out relevant complaints and found that, except for a few roads that were indeed unable to plant roadside trees due to insufficient hardware width, many complaints were related to incomplete design schemes during road construction or inadequate coordination with relevant parties such as the subway. It seems that efforts need to be made in replanting roadside trees.
Before publishing, the reporter learned from the greening department in Baoshan District that due to the presence of subway lines below, the replanting plan for greenery on both sides of Qilian Mountain Road has been approved by Shentong Metro, and the plan has also been approved by the Baoshan District Development and Reform Commission. After the financial funds are in place, replanting is expected to be carried out in September. "Since the replanting has been done, can it be done in one step?" Residents of multiple residential areas along Qilian Mountain Road are calling on relevant departments to listen to the voices of residents, adjust the replanting plan, and restore the missing green shade on this section of the road.
